Transportation Advisory Committee (TAC) Minutes
March 19, 2018
Members Present: Sara Arnold; Elaine Dratch;Andra Bennett; Su Shen;
Members Absent: Bill Levison, Co-Chair; Hank Manz, Co-Chair, Sally Castleman
Staff: Susan Barrett
1. TAC Meeting Minutes
Members reviewed the minutes of the Feb. 26 meeting. Susan and Elaine proposed changes.
The changed proposals will be forwarded to Bill for incorporation. Members present agreed to
postpone voting of the minutes.
2. Transportation Update
Susan prepared the memo with the subject"Transportation Update Since February 26, 2018"
(Attached to the minutes). Only discussion points not in the memo will be listed here.
Review TAC charge
The current TAC mission states that TAC "...advises the Selectmen and other Town boards and
committees on issues that concern alternatives to single occupancy vehicle travel. ..."This may
be too narrow, considering LexConnect, mostly a single-occupancy taxi service, is also part of
information reviewed by TAC.
Efficiency& Regionalization (E&R) Grant Project
Susan stated the RFP had already been drafted. TAC members raised questions: 1) if the RFP
should be reviewed by TAC first; 2) if TAC representation should be included in the selection
panel. Susan agreed to share the draft RFP with the TAC by Wed. Mar. 21St. TAC members think
at least one or two members should play advisory role for the selection panel, if not voting.
Recreation Seasonal Employee Pass Pilot
Susan reported that most of the Town's seasonal employees are driving to the town for work,
posing issues on parking, etc. and suggested offering those employees a discounted pass to
encourage their use of public transportation. TAC members suggested $60 for this pilot
program that hopefully will drive more usage of Lexpress.
3. Lexpress Update
Flexpass eligibility time change
Currently, a Flexpass cannot be used until 3:30 p.m. , reflecting the start time for the odd
numbered routes prior to the late afternoon schedule change implemented a year ago. Because
of the schedule change, Flexpass users of the even numbered routes cannot use the Flexpass
until 4:20 p.m. Susan reported that Flexpass users have asked that the start time be changed to
3:10 p.m. but noted Route 6 @ 3:10 is currently heavily used by students.TAC members
expressed concern about the potential need for an additional bus for Route 6 @ 3:10 if it's
already crowded. Susan agreed to collect more ridership data for the 3:10 p.m. route and run a
pilot through the end of the 2018 school year to understand the impact.
Field Trip Fare
