It has not been suggested this year because the <br /> Municipal Modernization Act now permits Town's to create a bylaw related to Revolving Funds (see <br /> Article 38) and requires a Special Revenue Fund for the PEG Access Account(see Article 8),which was <br /> previously a revolving fund.Town Meeting may need an explanation of these changes in law. <br />
