APPROPRIATION COMMITTEE-2018 ATM <br /> This division of labor among the two financial committees has generally worked very well and, particu- <br /> larly in these times of major capital needs occasioned by significant school population growth and the <br /> need to replace or retrofit aging facilities, the work of the Capital Expenditures Committee has become <br /> increasingly important. <br /> Several years ago, in recognition of the growing demands on the Capital Expenditures Committee, its en- <br /> abling bylaw was modified to increase its size from five to as many as seven members, the exact number <br /> to be determined by the Moderator. The current article now seeks to further amend the Town's General <br /> Bylaws to reflect more accurately existing practices and to clarify that the Capital Expenditures Commit- <br /> tee will have the same basic resources at its disposal as the Appropriation Committee to accomplish its <br /> important mission. <br /> Specifically,the proposed update of the General Bylaws would: <br /> • Clearly state the mission of the Capital Expenditures Committee to consider and make recom- <br /> mendations on Town capital matters, including capital policy and projects proposed to be funded <br /> by the Community Preservation Act, at any Town Meeting and throughout the budget cycle; <br /> • Specify that the Capital Expenditures Committee shall have the same prerogatives as the Appro- <br /> priation Committee to makes rules, interview or invite Town employees or other persons to attend <br /> its meetings, and have access to Town records; <br /> • Require a report(written or verbal) of the Capital Expenditures Committee, as well as the Appro- <br /> priation committee before a Town Meeting vote is taken on capital-related motions; and <br /> • Allow the Capital Expenditures Committee to weigh in on broader financial questions, such as <br /> those which come up at periodic "budget summits" with the Board of Selectmen, School Com- <br /> mittee and Appropriation Committee, when invited to do so. <br /> This Committee believes the proposed bylaw changes are well-crafted to accomplish these goals and that <br /> the proposed update is appropriate to bring the bylaws into conformity with existing practice. The article <br /> is broad enough to allow amendment of the bylaws governing the Appropriation Committee as well, but <br /> no such changes are believed to be necessary at this time. <br /> The Committee recommends approval of this request(9-0). <br /> Article 35: Resolution To Request Warrant Articles to be Accompanied by <br /> Financial Projections (citizen article) <br /> Funds Requested Funding Source Committee Recommendation <br /> none IP <br /> The Committee anticipates that the motion will be for indefinite postponement. <br /> 53 <br />
