APPROPRIATION COMMITTEE-2018 ATM <br /> and support of community (affordable) housing, the acquisition and preservation of historic resources, <br /> and the creation and support of recreational facilities. Beginning in FY2008, the Town began receiving <br /> State matching-funds to supplement the local surcharge. <br /> The FY18 CPA State Match was $789,905, determined as 17.8% of that financial year's CPA surcharges, <br /> and was paid to Lexington in Nov 2017. <br /> CPA items under this article will be funded from anticipated FY2019 revenue and any CPA funds availa- <br /> ble from prior years. FY2019 revenue includes FY2019 CPA tax surcharges, anticipated to be <br /> $4,805,000, the projected FY19 CPA State Match of$689,000, and investment income of$20,000. The <br /> CPA funds available from prior years are $2,923,240. The total available for FY2019 CPA appropriation <br /> (at the beginning of Town Meeting) is $8,437,240. <br /> Article 10(a) Conservation Land Acquisition (Placeholder/TBD) <br /> Eligible for CPA Funding as Open Space. <br /> There is no known request under 10(a). It is expected to be indefinitely postponed. <br /> Article 10(b) Community Center Sidewalk—$365,000 <br /> Eligible for CPA Funding as Historic Resources. <br /> The Community Center was renovated with funds appropriated by the 2014 March Special Town Meet- <br /> ing. At the time of the renovation, a sidewalk linking Marrett Road to the Community Center was pro- <br /> posed. <br /> The design of the sidewalk is relatively complex because it needs to overcome steep grades and still com- <br /> ply with accessibility regulations, while at the same time not conflicting with land that remains under the <br /> possession of the Scottish Rites. The conceptual plan,that includes a cement concrete sidewalk with pe- <br /> destrian level lighting, was completed in 2017. <br /> The Committee recommends approval(9-0) of 10(b). <br /> Article 10(c)Archives and Records Management-$20,000 <br /> Eligible for CPA Funding as Historic Resources. <br /> This is part of a multi-year request that will fund ongoing conservation and digitization of older docu- <br /> ments and make them available on the Town's digital archives, including(1)military records from 1799 <br /> to 1915, and(2) old Town papers dating from 1722 to 1923 that have not been digitized. <br /> The anticipated annual amount requested for each year FY2019-FY2023 is $20,000 in CPA Historic Re- <br /> sources funds, for a total of$100,000. The request sponsor is the Lexington Town Clerk. <br /> The Committee recommends approval(9-0) of 10(c). <br /> Article 10(d)9 Oakland St-Renovation and Adaptive Re-Use- $200,000 <br /> Eligible for CPA Funding as Historic Resources. <br /> This represents a request for$200,000 to help fund part of the historic renovation and adaptive reuse of 9 <br /> Oakland St, a small building adjacent to a larger building at 7 Oakland St. that provides 15 units of hous- <br /> ing for survivors of brain injury. The 15 units were funded in part with a$300,000 2007 CPC grant. The <br /> project at the 9 Oakland St building would provide additional common area for residents and additional <br /> meeting and office space for staff from Douglas House and the SLI(Supported Living Inc.)Wellness <br /> Center. The total renovation project cost of the 9 Oakland St historic structure is $425,000. The balance <br /> of$225,000 would come from foundation funds, donations and SLI Board funds. <br /> 29 <br />
