CAPITAL EXPENDITURES COMMITTEE REPORT TO 2018 ATM <br /> The Mission of the Capital Expenditures Committee <br /> From the Code of the Town of Lexington(§29-13): <br /> A. Each year the Capital Expenditures Committee shall request and receive from the Town <br /> boards and departments a list of all capital expenditures that may be required within the <br /> ensuing five-year period. The Committee shall consider the relative need, timing and cost <br /> of these projects, the adequacy thereof and the effect these expenditures might have on <br /> the financial position of the Town. <br /> B. The Committee shall prior to each annual meeting for the transaction of business <br /> prepare, publish and distribute by making copies available at the office of the Town <br /> Clerk and at Cary Memorial Library, and by mailing or otherwise distributing to each <br /> town meeting member, a report of its findings, setting forth a list of all such capital <br /> expenditures together with the committee's recommendations as to the projects that <br /> should be undertaken within the five-year period and the approximate date on which <br /> each recommended project should be started. This publication may be combined with and <br /> distributed at the same time as the Appropriation Committee Report. <br /> From the Code of the Town of Lexington(§29-14): The term capital expenditures shall mean any and all <br /> expense of a nonrecurring nature not construed as an ordinary operating expense, the benefit of which <br /> will accrue to the Town over an extended period of time. <br /> From the Code of the Town of Lexington (§29-26):...the Capital Expenditures Committee shall state <br /> whether it endorses each recommendation of the Community Preservation Committee. <br /> How to Read This Report <br /> Our report is divided into four sections: <br /> • An overview of capital projects in Lexington; <br /> • Presentation of a five-year capital budget; <br /> • Spending history and general capital plan for each department and program; and <br /> • This year's capital-related Warrant Articles. <br /> "ATM Town Warrant" refers to the Town of Lexington Town Warrant for the 2018 Annual Town <br /> Meeting. "Brown Book" refers to the "Town of Lexington Fiscal Year 2019 Recommended Budget & <br /> Financing Plan", March 5, 2018. Where our narrative includes a "See Article ." it is referring you to <br /> that Article in the last section—"Warrant-Article Explanations and Recommendations". In that section <br /> you will find: <br /> We have quoted the Town's or a Town Committee's documentation for each of the Articles on which <br /> we are reporting. if we believe that quote has both adequately described the proposed work and <br /> satisfactorily made the case for the Town's need, we will not reiterate either of those matters in this <br /> report. However, additional narrative is included where we felt it helpful. <br /> Our Committee's recommendations and how we voted are shown only in the boxed header for each <br /> Article and, if applicable, in any sub-elements unless there are further comments on our <br /> recommendation. (In any case where we are not unanimous in an Approval recommendation to Town <br /> Meeting there will be comments.) If there are comments, they will be in italics at the end of the text <br /> below the boxed header. <br /> Our oral report on Town Meeting floor will highlight elements of our written report and present any new <br /> information not available as of this writing. When we report on a capital article on Town Meeting floor <br /> during the deliberations, a committee member will provide the committee's recommendation and, if <br /> applicable, comments related to that recommendation. <br /> 2 <br />
