Hadley, Director I.1a <br />SUBJECT: <br />Traffic Safety Advisory Committee Recommendation – <br />Reconstruction of Diamond School Traffic island into a Modern Roundabout <br />EXECUTIVE SUMMARY: <br />The traffic circle near the Diamond Middle school has been redesigned to make it conform to a <br />Modern Roundabout Design. Currently this circle encourages pedestrians to access the center of <br />the circle causing significant vehicular/pedestrian conflicts. The current design has some <br />approaches operating as high speed bypasses and some approaches operation under stop control. <br />There is poor sight distance at all approaches. <br />The new design includes the following improvements: <br />Realignment of all approaches to provide proper sight distance <br />All approaches will be yield conditions <br />Provides approach deflection to reduce all speeds to 20 MPH <br />Relocate pedestrian traffic from the center of the circle to the perimeter reducing <br />vehicular/pedestrian conflicts. <br />Site inspection by Police and Engineering staff support this project. Traffic safety staff members <br />comprised of the Police, Engineering, School Administration and Transportation Services <br />reviewed and support establishing and maintaining this roundabout <br />FINANCIAL IMPACT: <br />The total cost of this project is estimated at $90,000; however this area is due for pavement <br />maintenance which would be estimated at $50,000; the incremental cost to do this work in <br />conjunction with the annual pavement management program is approximately $40,000 <br />RECOMMENDATION / SUGGESTED MOTION: <br />Reconstruction of Diamond School Traffic island into a Modern Roundabout as shown. The <br />regulatory changes at this location would be converting three stop sign to yield signs, at the <br />North Hancock, Hamilton and Diamond School approaches. <br />STAFF FOLLOW-UP: <br />If approved, the DPW Highway Dept will install and maintain this Roundabout. <br />G:\\AGENDAS\\012714 TSAC-Diamond.doc <br /> <br />
