30 <br />Spencer <br />Complaint - <br />Lex. News <br />Cert. of <br />Incorp. <br />Location <br />Selectmen's Meeting January 15, 1973 <br />Mr. O'Connell reported to the Board regarding the letter of <br />complaint from Louis H. Spencer, 52 Waltham Street, on excessive <br />noise at Lexington News.Company, 32 Waltham Street, from 12:00 M <br />to 6:00 a. m. The Building Inspector and Police Department have <br />checked into it and it adds up to the fact that Lexington News is <br />doing what newspaper companies customarily do. It is an old business <br />and they have operated for years in the rear of 18 Muzzey Street; <br />they haven't changed their schedule but have changed location and <br />it comes up against residential property. It appears the best hope <br />would be for the Board to write to Lexington News and ask if there <br />is anything they could voluntarily do to eliminate the early morn- <br />ing noise. <br />The Board agreed to write to the Lexington News Company and <br />request cooperation by shutting off truck engines upon arrival end <br />not to start them until ready for departure; to confine vehicle <br />movements and parking to the public way; to request all personnel <br />involved in the activity to act with consideration for the abutters <br />relative to slamming of doors, loud conversations, etc. <br />Acting Chairman Bailey requested the Board to approve a idcation' <br />for a Certificate of Incorporation. <br />Upon motion duly made and seconded, it was voted to approve the <br />location at 11 Muzzey Street for "Massachusetts Congress of Parents <br />and Teachers, Incorporated." <br />No Parking Acting Chairman Bailey read a Tetter from Homeland Realty, Inc., <br />Waltham 403Waltham Street, requesting that No Parking signs be placed on Waltham <br />Street Street along the curbing in front of Geoffrey's Pharmacy. <br />Upon motion duly made and seconded, it was voted to refer the <br />request to the Traffic Committee for a recommendation. <br />Licenses Upon motion duly made and seconded, it was voted to sign the <br />following licenses:(Approved by the Building Inspector) <br />INNKEEPER Lexington Chalet, Inc., 440 Bedford Street <br />LODDi3ING HOUSE Russell House, 1505 Mass. Avenue <br />Traffic <br />Signal - <br />Waltham & <br />Concord <br />Avenue <br />Acting Chairman Bailey read a letter from Mr. Mistretta, State <br />DPW, requesting a list of additional items be included in the traffic <br />control signal project at Waltham Street and Concord Avenue . <br />Mr. McSweeney: As you know, this is a 1972 Article and we met with <br />Commissioner Campbell and asked if we could participate in TOPICS. I <br />told him we were having an Article for Town Meeting and we received a <br />letter from him saying just send us a copy of the contract, and we did. <br />They came back and asked if we would consider making some improvements <br />in line with the TOPICS program. We have about $5,000 and will get <br />100 percent participation. <br />Acting Chairman Bailey: We will keep it an open item until we hear <br />from our Mr. Chalpin, Engineer. <br />1 <br />1 <br />
