c.) Provide funds to LexHAB to enable it to purchase and rehabilitate existing housing <br />units which will then be deed restricted to maintain them as affordable units; <br />d.) Provide funds to LexHAB, or another responsible entity acceptable to the Town, to <br />contract for and manage the construction of new units of affordable housing on Town - <br />owned lands, particularly on the Leary property; and <br />e.) Encourage the Town Board of Selectmen to consider housing (as well as each of the <br />other purposes set out in the CPA) when acquiring land for the Town and designating its <br />use. <br />3. Adoption of a Lexington Housing Production Plan to meet State requirements, to <br />clarify community housing needs and goals for Lexington residents, and to lay out a <br />blueprint for action for the next ten years. <br />RECOMMENDATIONS <br />As Lexington seeks to provide housing for different age groups and income levels, there are a <br />number of approaches that might make constructive use of CPA funds: <br />• Acquisition or construction by LexHAB, or another responsible entity acceptable <br />to the Town, of at least two to three additional affordable rental units per year on <br />scattered sites throughout the Town, including parcels similar to the one secured <br />by and to be utilized by LexHAB on Fairview Avenue; <br />• Construction by LexHAB, or another responsible entity acceptable to the Town, <br />of additional affordable units, rental or ownership, on Town -owned parcels, such <br />as the Leary land on Vine Street and the Busa Farm property (currently in <br />process); <br />• When a site for affordable housing is identified, as in the cases of the Busa and <br />Leary properties, establish by action of the Board of Selectmen, at an early time, <br />target dates for completion of the steps necessary to bring the housing to <br />completion; <br />• Support of LexHAB funding to acquire housing units in existing multi -family <br />projects when their affordability restrictions expire; <br />• Purchase of deed restrictions on existing homes to bridge the gap between current <br />market prices and affordable prices, so as to preserve smaller homes from tear <br />down and replacement; <br />11 <br />
