RECOMMENDATIONS <br />As Lexington seeks to provide housing for different age groups and income levels, there are a <br />number of approaches which might make constructive use of CPA funds: <br />• Acquisition or construction by LexHAB, or another responsible entity acceptable to <br />the Town, of at least two to three additional affordable rental units per year on <br />scattered sites throughout the Town; <br />• Construction by LexHAB, or another responsible entity acceptable to the Town, of <br />additional affordable units, rental or ownership, on Town -owned parcels such as the <br />Leary land on Vine Street and the Busa Farm property; <br />• Support of LexHAB funding to acquire housing units in existing multi -family <br />projects when their affordability restrictions expire; and <br />• Purchase of deed restrictions on existing homes to bridge the gap between current <br />market prices and affordable prices, so as to preserve smaller homes from tear down <br />and replacement. <br />• Investigation of specific housing programs for veterans and senior citizens; and <br />• Support of first-time homebuyer programs, including the Soft Second Loan Program <br />administered by the State Department of Housing and Community Development. The <br />2012 amendments to the Community Preservation Act explicitly provide that <br />"support of community housing" includes "programs that provide grants, loans, <br />rental assistance, security deposits, interest rate write downs or other forms of <br />assistance, directly to families or individuals who are eligible for community <br />housing". <br />In determining which strategies to support with recommendations for CPA funding, the <br />Lexington CPC will be guided by our Town's specific needs and preferences regarding <br />community housing. <br />10 <br />
