Mr. Bhatia reported the Appropriation Committee <br /> unanimously recommends the substitute motion. <br /> William Kennedy reported the Board of Selectmen's unanimous support of the substitute <br /> motion. <br /> Sheldon Spector reported the Appropriation Committee's unanimous support of the <br /> substitute motion. <br /> 10:17 p.m. SUBSTITUTE MOTION ADOPTED. <br /> Discussion followed on expenditures for work completed and future work needed at the <br /> Cary Memorial Building, as well as public access to Fire Headquarters. <br /> 10:28 p.m The Moderator declared the Motion for ARTICLE 8 (1) as amended, <br /> ADOPTED by more than the required two-thirds vote. <br /> 10:28 p.m. Narain Bhatia, Capital Expenditures Committee, served Notice of <br /> Reconsideration on Article 8 (1). <br /> 10:29 p.m. Presented by Selectman Leo McSweeney. <br /> ARTICLE 31: USE OF FUNDS TO REDUCE THE TAX RATE <br /> MOTION: That the sum of$640,333 be appropriated to reduce the tax levy for <br /> the fiscal year beginning July 1, 2003, and that such amount be transferred from <br /> the Unreserved Fund Balance. <br /> Appropriation Committee Chairman Deborah Brown reported the Appropriation <br /> Committee's agreement and unanimous support of the motion. <br /> A brief discussion ensued on potential impact of any possible reconsideration of <br /> financial articles prior to dissolution of the meeting and remaining free cash balance and <br /> bond rating impact. <br /> 10:35 p.m MOTION ADOPTED. <br /> 10:36 p.m. Selectman Leo McSweeney moved to postpone debate on articles 12, 14, <br /> 23, and 25 until April 30th.
