Adjourned Session —1999 Annual Town Meeting — April 12, 1999 <br /> ARTICLE 27: SANITARY SEWERS <br /> 8:35 p.m. Presented by Selectman Catherine Abbott. <br /> -------------------------- <br /> MOTION: That the Selectmen be and they hereby are authorized to install sewer <br /> mains and sewerage systems in such accepted or unaccepted streets or other land as <br /> the Selectmen may determine, subject to the assessment of betterments or otherwise, <br /> in accordance with Chapter 504 of the Acts of 1897, and acts in addition thereto and <br /> amendments thereof, or otherwise, and to take by eminent domain, purchase or <br /> otherwise acquire any fee, easement or other interest in land necessary therefor; to <br /> appropriate for such installation and land acquisition the sum of $300,000 and to raise <br /> such amount the Treasurer with the approval of the Board of Selectmen is authorized <br /> to borrow $300,000 under G.L. Chapter 44 §7(1); and to authorize the Selectmen to <br /> apply for, accept, expend and borrow in anticipation of federal and state aid for such <br /> sewer projects. <br /> --------------------- - - - - -- <br /> 8:35 p.m. Catherine Abbott explained the Selectmen's support and reported the <br /> Selectmen unanimously recommended approval. <br /> 8:37 p.m. Charles Hornig, Chairman, Capital Expenditures Committee, reported the <br /> Committee's unanimous support. <br /> 8:38 p.m. The Moderator reported the Appropriation Committee's unanimous support. <br /> 8:38 p.m. Martin Long, pr. 6, questioned town underwriting sewer on undeveloped lots, <br /> and spoke in opposition to the motion. <br /> 8:39 p.m. John Hayward, pr. 5, called the Question. <br /> 8:39 p.m. Following a voice vote on the motion for the main question to now be put, the <br /> Moderator declared the motion ADOPTED and the main question now put. <br /> 8:39 p.m. Following a voice vote, the Moderator DECLARED, with more than the two - <br /> thirds vote required, the motion ADOPTED. <br /> 8:40 p.m. Charles Hornig, Capital Expenditures Committee, served Notice of <br /> Reconsideration on Article 27. <br /> ARTICLE 28: WATER MAINS <br /> 8:40 p.m. Presented by Selectman Catherine Abbott. <br /> -------------------------- <br /> MOTION: That the Selectmen be and they hereby are authorized to install new or <br /> replacement water mains and line and reline water mains in such accepted or <br /> unaccepted streets or other land as the Selectmen may determine, subject to the <br /> assessment of betterments or otherwise, and to take by eminent domain, purchase or <br /> otherwise acquire any fee, easement or other interest in land necessary therefor; to <br /> appropriate $315,000 for such installation and lining and land acquisition; and to raise <br /> such amount $315,000 be transferred from the Water Enterprise Fund; and to <br /> authorize the Selectmen to apply for, accept, expend and borrow in anticipation of <br /> federal and state aid for such water projects. <br /> --------------------- - - - - -- <br /> 8:42 p.m. Ms. Abbott presented background on the article and reported the Board of <br /> Selectmen unanimously supports approval. <br /> 8:43 p.m. The Moderator reported the Capital Expenditures Committee and <br /> Appropriation Committee unanimously support approval. <br /> 8:43 p.m. David Rudner, pr.2, questioned and complimented Public Works Director <br /> George Woodbury on efforts taken to address impacts of accumulation of cement in pipes and <br /> increased pH levels of water. <br /> 8:44 p.m. Senior Engineer David Carbonneau explained the quality control steps taken <br /> by the Town and the positive results achieved in addressing water quality. <br /> 8:46 p.m. Following a unanimous voice vote, the Moderator declared the motion <br /> ADOPTED. <br />
