Neighborhood Conservation District (NCD)
Meeting Minutes October 30, 2017
Present: Donna Moultrup, Chair, Chris Neurath and Rich Goldhammer.
The meeting was called to order at 8:06 PM when a quorum was reached.
The minutes of February 27, 2017 were unanimously approved with corrections. The minutes
of May 15,2017, May 30, 2017 and June 27, 2017 were unanimously approved as submitted.
The review and vote on the Final Study Committee Report and Bylaw was delayed until the end
of the meeting in case the remaining members of the Study Committee were able to attend.
The updated Fall 2017 Talking Points for the neighborhood were discussed. All neighbors in the
proposed NCD area have now received a copy, even if they have not attended a scheduled
presentation. There are eight homes that have stated they will be in the NCD. The remaining
neighbors will have one-on-one discussions with the neighbors on the Study Committee prior to
the November 22nd deadline for sending in the Opt -out letter.
The Public Hearing Notice, Abutters' Public Hearing Notice and the Opt -out Letter were
reviewed and Donna reported on the delivery of these documents.
There was discussion on the July 25, 2017 version of the Flowchart created by Turning Mill.
Suggestions for changes will be sent to Diane Pursley of Turning Mill and to the Planning Board
staff.
There was no discussion concerning the November 1st hearing or preparation for Town
Meeting since the Planning Board and Historical Commission members could not be present.
After discussion of changes suggested by Town Counsel, the Final Study Committee Report and
Bylaw, dated October 12, 2017, were accepted by unanimous vote.
There was no public comment.
As this was the last planned meeting of the Study Committee, Donna read back the minutes of
this meeting to the members and the minutes were unanimously approved.
Meeting adjourned at 9:13 PM.
