Neighborhood Conservation District (NCD)
Meeting Minutes May 30, 2017
Present: Donna Moultrup, Chair, Chris Neurath, Richard Goldhammer, and David Kelland,
Historical Commission.
The meeting was called to order at 7:45 PM.
No minutes were ready for review.
Changes made during the May 15th meeting to the NCD Bylaw were reviewed. Rich
Goldhammer distributed a set of questions that he had. After reviewing them, it was decided
to include them in a Q & A as part of the "Talking Points." The Draft Bylaw was voted
unanimously.
Donna could not send the Study Committee Final Report electronically to the members so a
printed copy was passed around during the meeting. It still needs a good map of the study area
and there was discussion of including a picture of all the houses in the proposed NCD. The
current draft of the report includes pictures of the three oldest houses in the area.
Several names were added to the Study Committee Report distribution list. The list will be
finalized at the next meeting.
The "Opt -out" letter with the recommended change from the last meeting was discussed. We
still don't know for sure that the letter with both options on it will be accepted by Town
Counsel.
The draft "Talking Points" were discussed. It was suggested that the outline be expanded so
that it was a "readable" document that could be put online for residents to access. Donna will
work on that, as well as adding the Q & A portion for the next meeting.
There was no public comment.
Meeting adjourned at 9:15 PM.
