Neighborhood Conservation District (NCD)
Meeting Minutes May 15, 2017
Present: Donna Moultrup, Chair, Chris Neurath, Richard Goldhammer and David Kelland,
Historical Commission.
The meeting was called to order at 7:40 PM.
The minutes from the May 2, 2017 meeting were approved as submitted.
There was much discussion and there were major changes made to Draft #6 of the NCD Bylaw,
primarily in the Decision Criteria and Guidelines' sections.
The Study Committee's Final Report needs the pictures and maps added but there haven't been
substantial changes to the written part.
The "Opt -out" letter was reviewed. The draft for this NCD is actually being presented with both
"opt -in" and "opt -out" sections in one letter. There was one change suggested; that it be made
very clear that if residents do not return the letter to the Planning Board, they will
automatically be "in" the NCD. Donna will make that change.
There was not really time for discussing the neighborhood presentations. That will be on the
agenda for the next meeting. A vote on the NCD Bylaw will be done at the next meeting also.
Donna will have a draft of "Talking Points" for the neighborhood discussions at the next
meeting.
We have been asked to put together a schedule of meetings going forward so that room
reservations can be made all at the same time. Donna will send out possible dates and we can
determine at least meetings through the end of June.
There was no public comment.
Meeting adjourned at 9:20 PM.
