A proposed leaching trench is proposed which will reduce the rate of <br /> runoff to existing conditions. <br /> (Mr. Bitsko arrived at 8:15 ) <br /> Commissioners noted that the house was razed before Mr. Seaver filed with the Commission. <br /> He said he had the necessary permit to demolish the house and he didn't think it was an issue. It <br /> was a slab on grade house. The hay bales and silt fence have been installed. There is an 8 to 9 <br /> foot drop to the Morton's lot where runoff drains to the Morton's yard. Soil testing was done. <br /> The Commission usually requires a buffer of at least 50 feet from the wetlands. The proposed <br /> structure is approximately 60 feet from the forested wetland. There is thick vegetation there now <br /> and the new owner should be discouraged from doing any clearing. The Commission <br /> has concerns about the proximity to the wetlands and the size of the back yard. The new owner <br /> should be made aware that the yard cannot be extended. It was decided that a landscaping plan <br /> must be submitted for approval showing a barrier such as permanent shrubbery, fence or <br /> plantings to provide an undisturbed buffer of at least 20-25 feet from the wetlands. <br /> Mrs. Miller read the Engineering report stating that the stormwater system was designed using <br /> acceptable engineering practice and that he concurs with the methods and conclusions of the <br /> applicant's engineer. <br /> Abutter Sabra Morton is concerned about protecting the wetlands which she believes is a <br /> quaking bog. She said there is vegetation along the property line and the red maple trees are a <br /> terrific sponge. She said that a tree was removed last week which served as a visual barrier and <br /> hopes that no more will be removed. <br /> It was moved, seconded and voted to close the hearing. <br /> Hieh School Plan Field Change <br /> Present: Pip Lewis, Project Manager, Gerry Blumenthal, Dan Vallee, Asst. The parking lot was paved last weekend. <br /> There are two existing catch basins and hay bales are in place. They propose to install an 8-inch <br /> orifice on the outflow of an existing pipe within two weeks. Calculations have been submitted <br /> for this change.
