CHARGE TO THE WASTE MANAGEMENT COMMITTEE <br /> WHEREAS The manner in which the Town of Lexington handles the collection <br /> and disposal of its solid waste and household hazardous waste <br /> continues to be both a major environment issue as well as a <br /> significant budget item; and <br /> WHEREAS The Board of Selectmen's goals in the area of waste collection <br /> and disposal are (1) to further public awareness of the need to <br /> reuse and recycle as much of the waste stream as possible, and to <br /> find alternatives to hazardous substances; and (2) to contain the <br /> cost of non-recyclable waste through local and regional efforts; <br /> and <br /> WHEREAS The Tam Meeting has shown continued strong support for the <br /> Town's mandatory re-cycling program and the household hazardous <br /> waste collection program as well as earlier regional efforts to <br /> establish a resource recovery facility; and <br /> WHEREAS The outstanding success of the Town's mandatory recycling program <br /> and household hazardous waste collection has demonstrated citizen <br /> support for innovative programs to handle our waste stream and <br /> their willingness to participate in such programs; and <br /> WHEREAS There is still a need to educate both our youth and adults to the <br /> benefits as well as the necessity to change our more traditional <br /> ways of waste disposal; and <br /> WHEREAS The Town is fortunate to have a high level of expertise available <br /> to it in both its volunteers and staff; <br /> NGi THEREFORE be it resolved that the Selectmen's Waste Management <br /> Committee be created to monitor and advise on matters relating to <br /> the Town's comprehensive waste management program, and to seek <br /> out and develop new initiatives in this area. This comprehensive <br /> program deals with recycling, household hazardous waste, <br /> composting, non-recyclable waste, public education and financing. <br /> Organization: The Committee shall be comprised of seven members appointed <br /> by the Board of Selectmen to three year terms. The Chairman <br /> shall be appointed by the membership for a term of one year. <br /> The Committee shall report to the Board on an annual basis or <br /> more frequently if need arises. <br /> The Committee shall be staffed by the Director of Public Works <br /> and the Director of Public Health or their designees and any <br /> other staff they may wish to assign to the Committee frau time to <br /> time. <br /> One member of the Board of Selectmen shall serve as liaison to <br /> the Committee. <br /> 11/26/90 <br />
