• <br /> p <br /> r n <br /> CENTER REVITALIZATION COMMITTEE <br /> Minutes of the August 14, 1980 meeting Prepared by Jacquie Smith <br /> The first meeting of the Committee was held in Room G15, August 14, 1980 at <br /> 7 30, with Selectman Battin, Bowyer, Sorenson, Sacco, Venier, Dyer and Smith in <br /> attendance The meeting was chaired by Ms Battin <br /> The substance of the meeting was -- <br /> A to define the problems (if any) in the Center, and <br /> B to begin work on a timetable for the committee work and assign responsibilities <br /> for that work. <br /> Problems <br /> The Committee's work should determine what the Town wants from its Center - as <br /> well as what it can afford <br /> One job of the Committee is to determine whether the Center's problem is one of <br /> decline or of change <br /> Where at all possible we will need comparable data from similar towns when looking <br /> for solutions to problems We should not use Concord which is only comparable to <br /> Lexington in history books <br /> Areas mentioned for inclusion in the study were parking, diversification, business <br /> attitudes, traffic and circulation, transitional zoning, lack of or static arch- <br /> itectural design; needs of special groups of citizens - youth and C 0 A ; <br /> profusion of landlords; and cultural needs <br /> Timetable and work program <br /> Selectmen's timetable cannot be met because of MAPC market analysis not coming <br /> until spring <br /> Planning Board is currently at work on short-term parking solutions, i e , <br /> ones that do not need Town Meeting approval or that could be ready for T M in <br /> 1981 He will review his proposals with the Planning Board and the Committee in <br /> October Problems to be addressed include spill over on local streets, inadequate <br /> in/out parking and long term parking and better enforcement <br /> The long term solutions to parking will be a part of this study Planning Board <br /> will inventory floor space and types of businesses, sample parking habits, and <br /> review parking revenues & their current use to see if a dedicated parking fund <br /> is feasible <br /> Next meeting <br /> The Committee will review past studies before the next meeting to become familiar <br /> with the available data Focus of the October meeting will be a discussion of these <br /> studies with an emphasis on how much is still applicable? what has not been imple- <br /> mented that should have been -- and the reasons why it has not been done? <br />
