'1, <br /> 0le,So a )f <br /> !/ , / 10,9 <br /> C <br /> BUILDING FINANCE COMMITTEE <br /> Members: Seven (7) - Nine (9) members representing a broad spectrum of skills <br /> in building construction and maintenance. <br /> Purpose: To advise the Selectmen, School Committee and Town Meeting on the <br /> capital investment needs/requirements for all Town and School <br /> Buildings. The goal for the committee is to develop a fiscally <br /> responsible capital investment plan that provides the town with modest <br /> and serviceable public buildings that reasonably meet the use and <br /> service demands of the community <br /> Background: The 1993 Annual Town Meeting appropriated funds to hire a qualified <br /> engineering firm to inventory the condition and capital needs for all <br /> school and town buildings. A report has been completed by Archetype <br /> Engineers which generally inventories all capital building and <br /> equipment requests from the building managers and users. This <br /> inventory needs to be analyzed, characterized and prioritized from <br /> which a fiscally responsible capital investment plan must be developed <br /> and presented to the community <br /> Authority: Five (5) of the Committee members will be appointed by the Board of <br /> Selectmen and two (2) to four (4) members by the School Committee. <br /> The Appropriation and Capital Expenditures Committees, School <br /> Committee and Board of Selectmen should all appoint liaisons. <br /> Staff Support: School Committee to designate appropriate staff support. The Town <br /> Manager will designate Frank Fields, Town Engineer and Fred Sweet, <br /> Building and Maintenance Superintendent to support this committee. <br />
