The survey was sent to 265 members. The survey remained open through the month of December and a total of 139 responses (52%) were received. Timeline • A proposal to construct dedicated pickleball courts was first submitted in the Recreation 5 -Year Capital Plan in FY2018 with a proposed year of FY2022. • Between 2018--2022, an appropriate site was not identified. • Combined with hard court resurfacing projects at Clarke and Adams during that time as well as at Valley in FY21 and the reconstruction project at Gallagher in FY23, the decision was made to remove the request from FY22. The projects at Clarke, Adams, and Valley included relining the courts for both tennis and pickleball. • Based on the results of the 2020.Community Needs Assessment combined with the feedback and input received between 2020--2022, a request to construct four dedicated, lighted outdoor pickleball courts was reintroduced to the Recreation 5 -Year Capital Plan in FY2024 and tentatively scheduled for FY2027. o No site has been identified at this time. • Tennis & Pickleball Working Group - this working group was formed by the Recreation Committee in Fall 2022 and tasked with looking at short-term and long-term options for expanding and increasing the pickleball opportunities offered in Lexington while also being mindful of the court demands for the robust tennis community. a The group met six times between September 2022 - February 2023 and culminated with a comprehensive report that contained an assessment of existing conditions and recommendations for short-term and long-term strategies being presented to the Recreation Committee at its March 21, 2023 meeting. • During the September 20, 2023 Recreation Committee meeting, the Committee approved the following motion concerning the newly constructed Gallagher Courts: c "At this time, in light of the proximity of the abutting property lines and the noise associated with pickleball, the Recreation Committee votes to not line the Gallagher Courts for pickleball and votes to not permit the Gallagher Courts for pickleball use." • Over the years, staff have worked creatively to add additional indoor pickleball offerings. This culminated with seven pickleball classes being offered at the Diamond Middle School gym during the Winter 2024 season. o Additionally, drop-in pickleball is being offered at the LHS Field House on Thursday nights this winter and the Hayden Recreation Centre is offering drop-in pickleball this winter as well. Timeline • In November 2023, a survey was sent to five stakeholders of Adams Park regarding parking at this site. The results were discussed at the November 15, 2023 Recreation Committee meeting. It was determined at that meeting that this topic would be discussed further at the January 2024 Recreation Committee meeting. • Prior to the January 17, 2024 Recreation Committee meeting, a letter was mailed to abutters within 500 feet of Adams Park on January 9, 2024. Hard Court Inventory and Usage The Town of Lexington permits the use of hard courts for tennis at four locations: Adams, Clarke, Gallagher, and Valley. Currently, pickleball is only permitted at the Adams, Clarke, and Valley Courts. This means that if approved, tennis use would not be allowed at Adams in 2024. Would you be in favor of this pilot program? Adams Courts Pilot Program • Total Respondents - 77 * Gallagher - 74 (96%) * Clarke - 61 (79%) * Valley - 61 (79%) • Most Adams users would switch to Gallagher Major Themes: • Takes away most accessible court for East Lexington tennis players • Converting courts reduces tennis players access to limited resources • Already too difficult to reserve playing time (tennis) Should the pilot program at Adams be implemented for pickleball only, would you continue to play tennis at another location? If so, which site(s) would you play tennis at? (check all that apply) Gallagher Courts Clarke Coutts Valley Cour;s O'ku 10ND 2055 30% O% 30% 6"S 7M 8C Adams Courts Pilot Program Advantages: • Can accommodate up to iC players for pickleball vs only 8 players for tennis • Creates a destination for the pickleball community • Pickleball players can no longer reserve Gallagher, limiting the opportunities to play • Courts are lined for pickleball, creating a better playing experience than temporary lines • Adams property does not abut homes in the way Gallagher and Clarke do • Cheaper to reline the courts to pickleball than construct new courts Adams Courts Pilot Program Disadvantages: • Tennis courts are in high demand as is • East Lexington residents utilize Adams for tennis • Parking is a major concern for both players and those around the Adams Courts The Town has access to 1❑ parking spaces for park use when the Waldorf School is in session • Could create more conflict between tennis and pickleball players Scenario A Scenario A: • Pilot the Adams Courts as dedicated pickleball courts, allow tennis & pickleball at Clarke and Valley, and tennis only at Gallagher Implications: • In 2023, approximately 3,000 tennis court hours were permitted at Adams, how are these replaced if no tennis at Adams? Scenario B: ® 4 • Pilot the Adams Courts as dedicated pickleball courts, allow tennis only at Clarke, Gallagher, and Valley (no pickleball at these sites) implications: • In 2023, approximately 3,000 tennis court hours were permitted at Adams, how are these replaced if no tennis at Adams? • In 2023, approximately 1,900 non --LPC pickleball court hours were permitted at Clarke, Gallagher, and Valley, how are these replaced if no pickleball at these sites? Pictured: Nckleball players at Adams Courts 1 ® i Scenario C Scenario C: • Allow tennis & pickleball at Adams, Clarke, and Valley, and tennis only at Gallagher. Reline pickleball courts in yellow at Adams and Valley and increase the number of pickleball courts at Adams from 4 to 6 (diagram on right) Implications: ■ Courts could not be relined until weather improves (May) and courts would come offline for 1-2 weeks during the middle of the season while the relining takes place • Once completed, Adams would have additional capacity to meet pickleball demand 1 Scenario D: • Allow tennis & pickleball at Adams, Clarke, and Valley, and tennis only at Gallagher (status quo) Implications: • Continue to operate as is, will strive to meet the demand for both tennis and pickleball with available resources CT7 16 Q CAMBRIDGE FARMS d 0 a ROIORIX31I d CIL[ pl.
