Goal#2: Recognize and minimize issues around construction preserving quality of life <br /> (primary:Joe Pato,assistant:Mark Sandeen) <br /> Up date: <br /> • Proposed revisions to the noise by-law to remove ambiguities about construction techniques and <br /> the need for mitigation plans for consideration as Article 29a at the Annual Town Meeting 2024. <br /> • Revised Noise Advisory Committee charge and began process to reconstitute the committee. <br /> When formed,the committee will be tasked to create a process for revising the noise by-law to <br /> establish noise limits appropriate to location or activity and clarify enforcement to be completed <br /> no later than Annual Town Meeting 2025. <br /> • The Tree Committee has brought 3 articles to Annual Town Meeting 2024(34,35,and 36) <br /> providing additional protections for trees related to construction activities. <br /> Goal#3: Create a more vibrant downtown(primary:Doug Lucente,assistant:Jill Hai) <br /> Update: <br /> • Prioritizing Initiatives:The Select Board heard the final report and recommendations from <br /> consultants on March 6th,stemming from the community workshops held in Fall 2023 titled <br /> "Lexington Center:The Journey Forward."These insights will be instrumental in refining and <br /> prioritizing our downtown revitalization efforts. <br /> • Diversifying Alcohol Uses:Progress is underway to allow more varied alcohol-related <br /> experiences.Proposed bylaw amendments to allow Craft Beverage Establishments are <br /> encapsulated in ATM Article 49.Pending a favorable decision from the Town Meeting, <br /> subsequent actions will involve the Select Soard re-evaluating our alcohol policies to support this <br /> diversification. <br /> • Streamlining Business Signage:Enhancements to the sign bylaw,aimed at simplifying signage <br /> processes for businesses,are detailed in ATM Article 47.These changes await final adjustments <br /> by the Planning Board and a positive vote at the Town Meeting,marking a significant step <br /> towards a business-friendly downtown. <br /> • Tourist-Focused Social Media lnitiatives:In alignment with our goal to enhance downtown <br /> vibrancy,the Semiquincentennial Commission has partnered with a communications firm.This <br /> collaboration focuses on leveraging social media campaigns designed to attract tourists, <br /> especially during the 250th-anniversary celebrations,further enriching our downtown's appeal. <br /> These initiatives collectively represent our commitment to transforming Lexington's downtown into a <br /> more engaging,accessible,and vibrant community hub. <br /> Goal#4: Improve communication efficiency in Board meetings and with staff <br /> (primary:Joe Pato,assistant:Suzie Barry) <br /> Up date: <br /> • Working with staff to revise procedures for requesting an item on the Select Board agenda. <br /> Guidelines for submission materials include logistical information,requested action,as well <br /> common areas of concern that Board Members will want to see addressed.Completion expected <br /> by end of Spring 2024. <br /> • Exploring how to integrate the above procedures with new agenda management software that <br /> will replace the now obsolete Novus Agenda package. <br /> 4 <br />
