ALSO A LIST OF TOWN -OFFICERS, TAX -PAYERS, ABATEMENTS ; AND SOME LOCAL STATISTICS. BOSTON: PRINTED_ BY JOHN WILSON AND SON, 22, SCHOOL STREET. 1859. REPORT. Tries Report embraces accounts from the Selectmen's settlement with the Treasurer, May 3, 1858, to their settlement with the Treasurer April 23, 1859. It will be seen by the dates of the Selectmen's settlement with the Treasurer and Collector, that the accounts of the town were not in a condition for the Auditors till April 25 ; and that it was therefore im- possible to print their Report so early as the town desired, as indicated by their vote last autumn. It will furthermore be seen that some of the town's current expenses do not come before the town in a Financial Report till one, two, or three years have gone by. For example, among the bills paid by the Trea- surer during his fiscal year (1858-9) are those for ringing the bells for 1857-8, but none for 1858-9 ; which is the only year or period of which this Report should take cognizance, were the accounts commenced and settled at the proper time. Other accounts similar to the above might be mentioned ; but enough. To obviate this difficulty for the future, and to have a fixed time for beginning and ending the financial year, the town, at its last town -meeting, passed the following vote :— " Voted, That the financial year of this town shall hereafter terminate on the last day of March ; and that the Selectmen shall cause all ac- counts of the town, as far as practicable, to be settled annually prior to the last day of March." By this arrangement, the Selectmen will be enabled to settle with those who ring the bells up to March 31, 1860, whose year can as well begin on the first day of April, and terminate on the thirty-first day of March, as any other time : so with the Treasurer, Collector, Liquor -agent, and others. 4 The Auditors find the Receipts of the Treasurer as follows, viz.:— By iz.:—By cash received from J. TOWN DEBT. The Treasurer has paid out — For town -officers $752.59 „ schools 3,822.41 „ poor * 1,313.00 Amount carried forward $5,888 00 * $100 of the Pauper Grant for 1858-9 was paid before the Treasurer's settlement with the Selectmen for 1857-8. So also, before the settlement for 1858-9, the Treasurer had paid out $100 for the year 1859-60.. Also $525 had been paid on Highway Grant for 1858-9 before the Treasurer's settlement with Selectmen for the year 1857-8; and, before his settlement for the year 1858-9, $400 had been paid out for the year 1859-60: so that the Surveyors' bills for 1858-9 show an amount ($125) larger than the Treasurer's payments. This complication, amounting almost to confusion, we shall hereafter avoid by having a general annual settlement the last of March. The town owed on notes, April 23, 1859 $14,571.50 TOWN GRANT.
