The Board of Selectmen wishes to state in this report that <br />the number of problems and their individual size have necessarily <br />increased with this growth and that our Board which is both policy <br />making and executive is continually asked to make decisions which <br />may be very far reaching. <br />1953. Our town government is so constituted by local by-laws and <br />State laws that no one Board or individual can exercise undue <br />powers. Our Board undoubtedly has more control than any other in <br />that it directs the policies and workings of the Police, Accounting <br />and of the Public Works Department with its subdivision of Engi- <br />neering, Water, Sewer, Highway, Parks and Playgrounds, Building, <br />Plumbing and Wiring. Our other powers are simply appointive. We <br />select the men to constitute the Boards of Fire Commissioners, As - <br />1953 sessors, Appeals, Public Welfare, Health and we share with the <br />Moderator and the School Committee, the appointment of the <br />Recreation Committee. Once appointed these Boards perform their <br />functions free from any control by the Selectmen. In 1925 our population was slightly over <br />7,000 which made us the second largest of the ten Lexingtons in <br />the United States of America. The 1950 census released officially <br />this Fall was 17,300. Since the census was taken, over 500 new <br />homes have been built within our boundaries so there must be <br />nearly 19,000 people living in Lexington, <br />The United States government has taken over the Hanscom <br />Airport in Bedford and is in process of adding nearly 2,000 military <br />and civilian personnel. It is building an Aeronautical Research <br />Center in Lexington near the airport. In 2%2 years this will employ <br />3,000 people, mostly civilians. Lexington will supply water for both, <br />and will have sewage pumped into its mains from these installations. <br />We have hopes that the details of these transactions and the con- <br />struction of all necessary services are being developed in an orderly <br />
