<br />This appropriation recommended for Public Welfare is
<br />in the estimation of the Appropriation Committee, the
<br />absolute minimum which can be anticipated for the cur-
<br />rent year. In 1935 an original appropriation was made
<br />of $30,000.00 In July an additional amount of $20,000.00
<br />was transferred from Surplus Funds, and a further
<br />transfer of $8000.00 was made from Surplus Funds in
<br />October. At the end of the year it was necessary to
<br />make a transfer from the Reserve Fund of $1377.42 to
<br />enable the Walfare Department to pay the bills for De-
<br />cember.

<br />The increase in salary for the Superintendent and teach-
<br />ers is due to the one-half restoration of pay -cut for the
<br />full year 1936, and to the salaries of two new teachers
<br />which were added September 1st of last year. Also there
<br />is an increase in teachers salaries due to the annual in-
<br />creases but the budget calls for one less teacher in the
<br />Elementary schools beginning September 1936. The in-
<br />crease in clerical expenses, salary of physicians, atten-
<br />dance officer, and nurse, is due to the one-half restora-
<br />tion of pay -cut for the full year. The increase in salaries
<br />for Janitors in the Elementary schools is due to the one-
<br />half restoration of salary cut for the full year 1936 and is
<br />also due to a saving which was of ected in 1935 on ac-
<br />count of a Janitor resigning and no appointment made
<br />during the Summer.
