SWAN, <br />Town Clerk. <br />TOWN MEETING, MAY 22, 1911 <br />To CONSIDER THE BUILDING OFA SEWER <br />The meeting was called to order by the Clerk at 7.40 p, m. <br />49 <br />The Warrant and the Return of the Constable were read. <br />ARTICLE 1. Under this article it was voted to proceed to the <br />election of Moderator, that the check list be used, and the polls kept <br />open three minutes. <br />At the close of the polls, thirteen votes had been cast for Moder- <br />ator, all for Edwin A. Bayley, and he was declared elected, and was <br />sworn by the clerk. <br />ARrs. 2 area 4. On motion of Robert P. Clapp, articles 2 and <br />4 were placed before the meeting. <br />Under artice 2, Mr. Clapp made formal presentation of two re- <br />ports relating to the sewer question, one bearing date of February <br />11, 1911, the other dated May 1, 1911, and it was <br />Voted that both reports be accepted and placed on file. <br />Under article 4, Robert P. Clapp offered the following : <br />Voted that the town, as authorized by chapter two hundred and <br />one of the acts of the year nineteen hundred and eleven, hereby, in <br />advance of authorizing the construction of a sewerage system, de- <br />clares that the percentage of approximate cost of the original in- <br />stallation to be paid by abutting land ownets shall be sixty-six and <br />and two-thirds per cent., instead of seventy-five per cent. as now <br />provided in chapter three hundred and fifty-nine of the acts of the <br />year nineteen hundred and six. <br />In advocating the above motion, Mr. Clapp stated that the trunk <br />sewer would cost approximately one-third of the total amount, there- <br />for it appeared fair that the town shoulii stand one-third of the total <br />expense. Arthur E. Horton urged the freest possible discussion of <br />the matter. The vote on Mr. Clapp's motion was declared carried <br />by the Moderator; this was doubted by seven voters and the house <br />was polled with the following result: Yes, 100, No, 12, and at 8.08 <br />o'clock the Moderator declared Mr. Clapp's motion carried. <br />50 <br />
