29 <br />Emery and Alonzo E, Locke in the sum of $422.77, being the <br />amount paid by such committee to the Commonwealth of Massachu- <br />setts to reimburse the Commonwealth for expenses incurred by the <br />State Board of Insanity in connection with its consideration of the <br />purchase of the Dr. Lawrence Estate for a branch hospital, said sum <br />to be charged to Contingent Account. Should the Commonwealth <br />return said sum to the above named committee, the money shall <br />forthwith be repaid to the town. <br />Walter W. Rowse offered the following motion : <br />Poled, That the town appropriate and assess $950 for the grad- <br />ing and care of the present base ball grounds off Parker Street for <br />the purpose of providing a good skating surface, and improved base <br />ball field with suitable back -stop, bases, etc., and a cinder running <br />track, all to be done under the direction of the Selectmen; said <br />work to be done by contract only in the event of inability to have it <br />done by town labor. That by "care" mentioned above, is meant <br />that in winter constant attention shall be given to flooding, re -flood- <br />ing, plowing off snow, scraping, etc., and in summer the grounds to <br />be kept well mowed and in first class condition at all times. Motion <br />put and declared lost. <br />Voted, That the Finance Committee be empowered to employ <br />an expert accountant to formulate a new system of bookkeeping to <br />be adopted in all town departments, giving consideration to the plan <br />of uniform accounting or standard classification of accounts recom- <br />mended by the Commonwealth of Massachusetts. <br />Voted, That the Selectmen be requested to consult counsel to <br />determine if a special act of the Legislature is necessary to enable <br />the town to issue its bonds or notes to the total amount of the fol- <br />lowing trust funds : <br />Gilmor Fund, <br />Bridge Fund, <br />30 <br />Beals Fund, <br />Cary Memorial Library Fund, <br />Gammell Fund, <br />2,000.00 <br />11,000.00 <br />500.00 <br />$16,000,00 <br />That if in the opinion of counsel it is necessary to get authority <br />from the Legislature, the Selectmen be requested to petition the <br />Legislature for the necessary authority to the end that these funds <br />may be properly replaced and hereafter maintained in permanent <br />legal form. <br />Voted, That the Selectmen be requested to consult counsel to <br />determine if a special act of the Legislature is necessary to enable <br />the town to issue its bonds or notes to the amount of $11,360 and <br />any additions thereto, the amount heretofore received by the town <br />of Lexington for the perpetual care of lots in the town cemeteries; <br />that if in the opinion of counsel it is necessary to get authority from <br />the Legislature, the Selectmen be requested to petitition the Legis- <br />Iature for the necessary authority to the end that this amount may <br />be properly replaced and hereafter maintained in permanent lep1 <br />form. <br />Voted, That the unexpended balance of Repairs of Stone Build- <br />ing Account, amounting to $7.34, be transferred to Contingent <br />Account. <br />ART. 11. Voted, That the sum of $16,500 be appropriated and <br />assessed for the maintenance of the Highway Department for the <br />ensuing year, with the recommendation that not exceeding $2,000 <br />be expended on Waltham Street improvements. <br />ART. 12. No action taken. <br />ART. 13. Voted, That the sum of $5,500 be appropriated and <br />$500.00 assessed for the support of the Fire Department for the ensuing <br />2,000.00 year. <br />
