Garrison it was <br />Voted, That the new school building shall not be placed on the <br />High school lot. <br />E. A. Bayley moved, "That it is the sentiment of the meeting <br />that the building be of brick if the cost does not exceed $3,500, <br />more than wood." Motion lost. <br />ART. 20. On motion of F. J. Garrison it was <br />Voted, That the sum of $27,000 be appropriated for the purpose <br />of erecting a new Primary school building in accordance with the <br />recommendations of the committee and the sentiment of the meet- <br />ing as above expressed. <br />On motion of A. E. Locke it was <br />Voted, That in order to meet the appropriation for buying land <br />and grading the same, and erecting and furnishing a school building <br />thereon, the Selectmen and Treasurer of the town be and they are <br />hereby authorized and instructed to issue the negotiable bonds or <br />notes of the town, either in coupon or registered form, in the prin- <br />cipal sum of $27,000, to be dated April 1, 1904, and payable in <br />twenty equal annual installments, beginning April 1, 1905, up to and <br />including April 1, 1924; to bear interest at a rate not exceeding <br />4 per cent. per annum, payable semi-annually, April and October <br />first, both principal and interest payable in United States gold coin <br />of the present standard of weight and fineness; said bonds or notes <br />to be sold at public or private sale, at the discretion of the Select- <br />men. <br />The vote was taken by polling the house, with the following re- <br />sult: Yes, 68; no, 4. <br />26 <br />H. W. Lewis moved, "That the building shall riot he placed an <br />the R. I. Sherman lot." Motion lost. <br />ART. 4. Rev. C. A. Staples moved that the Trustees of Cary <br />Librarybe instructed to continue keeping the library open mornings, <br />and that $250 be appropriated for the purpose. F. H. Holmes <br />mored to amend that the library shall be kept open until nine <br />o'clock every evening. Mr. Holmes' amendment was lost and Mr. <br />Staples' motion was declared carried. <br />ART. 21. On motion of E. A. Bayley it was <br />Voted, That Article IV of the By -Laws of the town be amended <br />by adding thereto the following Sections with reference to the regu- <br />lations of sales by hawkers and venders, and that the Moderator pro- <br />vide for their being presented for approval to the Superior Court. <br />Section The Board of Selectmen may at their discretion <br />grant permits to hawkers and peddlers of the articles covered by <br />Section 15 of Chapter 65 of the Revised Laws, upon such terms and <br />conditions as said board may deem reasonable and proper, and every <br />such permit shall be printed or written and contain the full name <br />and address of the hawker or peddler to whom it is issued, the arti- <br />cles to be hawked or peddled, and shall expire within sixty days <br />from the date of its issue, and may be revoked at any time by notice <br />from the Board of Selectmen. The Board of Selectmen shall keep <br />a record of all such permits, showing the date of issue, the name and <br />address of the party to whom each permit is issued, and the articles <br />to be hawked or peddled under each permit. <br />Section Every hawker or peddler who, without a permit from <br />the Board of Selectmen so to do, sells, offers or exposes for sale to <br />any person on a street, or on any public ground or common in the <br />town, any goods or articles covered by Section 15 of Chapter 65 of <br />the Revised Laws, shall be punished by a fine of not more than ten <br />dollars for each offense. <br />
