127 <br />Mr. Dean and Mr. Kettell, joining with Warren Street and should <br />be equipped with lights; also for one extra light on Mason Street, <br />which is the street between the new houses of T. C. Sias and C. H. <br />Stevens, and which is not now lighted; also for two extra lights on <br />Pelham Road near the houses of Mr. Parsons and Mr. Garrison. <br />At the point where Maple Street crosses the railroad at Pierce's <br />Bridge, one arc light has been located just beyond the bridge at a <br />cost of $75. We believe this can be replaced with two incandes- <br />cents that will cost $32, thus saving $43. <br />We recommend that in making a new contract arrangements be <br />made for making these changes which we estimate will cost the Elec- <br />tric Light Company, not to exceed $200. <br />Pursuing the same general plan of lighting by incandescent <br />lights in preference to the arc lights, we believe that Massachusetts <br />avenue, between Concord hill and the Arlington line, which is at <br />present lighted with twenty-eight arc lights and four incandescent <br />lights, costing $2164, can be more satisfactorily lighted with 40 c. p. <br />incandescent lights, and that the Electric Light Co. should furnish <br />these incandescent lights at a cost not to exceed $1900, thus effect- <br />ing a saving to the town for this change of $2(4, and the Commit- <br />tee recommends that in making new contract with the Electric <br />Light Co. arrangements shall be made by which the arc lights upon <br />Massachusetts avenue shall be removed and a 40 c. p. incandescent <br />light shall be placed upon every other pole from the Arlington line <br />to the foot of Concord hill. <br />The Committee finds that in general the other streets of the town <br />are very satisfactorily lighted by means of the standard incandescent <br />lamp, but that the care given to these lights by the representatives <br />of the company, is not such as the town should expect for the price <br />it is paying. At present there is a good deal of complaint on ac- <br />count of the outages of lamps and the fact that ]amps remain out <br />for many days shows there is no regular system of inspection upon <br />the part of the company. <br />c <br />I28 <br />The Committee therefore recommends that in drawing up a new <br />contract it shall be stipulated that certain definite inspections of <br />the lights shall be made, and that deductions may be made by the <br />town for outages of lights, according to the light and length of time <br />that the light is out, and suggests that for every incandescent light that <br />is out for more than two hours on any night a deduction of ten cents <br />per night shall be made from the bill, and for every arc light, if the <br />arc lights are continued, a deduction of fifty cents shall be made <br />under similar conditions. <br />Your Committee believes that if the above recommendations are <br />adopted that the lighting will he more satisfactory and more econom- <br />ical for the town. <br />Respectfully submitted, <br />CHARLES W.
