33 <br />ART. 23. A. S. Mitchell offered the following motion : "That <br />$6,000 be appropriated and assessed for the purchase of a lot of <br />land containing about 32 acres or more, off Adams St. belonging to <br />Herbert V. Smith for Cemetery purposes, the same to be expended <br />by the Cemetery Committee." E. A. Bayley moved as a substitute <br />motion "That the subject be left with the Board of Selectmen, <br />Assessors and Cemetery Committee, and Mr. Bayley's motion was <br />put and declared carried. <br />ART. 24. On motion of E. A. Bayley it was <br />Voted, That the town By -Laws be amended by adding the follow- <br />ing sections to Article 4: <br />1. "The Board of Selectmen may at their discretion grant <br />permits to hawkers and pedlars upon such terms and conditions as <br />said Board niay deem reasonable and proper, not inconsistent with <br />the provisions of Chapter 65 of the Revised Laws, and every such <br />permit shall be printed or written, and contain the full name <br />and address of the hawker or pedlar to whom it it issued, <br />the articles to be hawked or peddled, and shall expire within <br />thirty days from the date of its issue, and may be revoked at any <br />time by a written notice from the Board of Selectmen." <br />2. "No person shall, except in accordance with a permit from <br />the Board of Selectmen, in any street, or from any building, or on <br />any public ground or common, sell, offer or expose for sale, any <br />goods or article to any person on the street, or on any public ground <br />or common, and any person so selling, or so offering or exposing <br />for sale without such permit shall be liable to a fine of not less than <br />five dollars nor more than twenty dollars for each day on or during <br />such selling, offering or exposing for sale occurs," and that the <br />Selectmen be authorized and instructed to secure the approval of <br />these By- Laws. <br />ART. 25. On motion of G. W. Sampson it was <br />Voted, "That the subject be left with the Surveyors of Highways." <br />3 <br />34 <br />ART. 26. A. S. Mitchell offered the following motion : "That a <br />committee of three be appointed by the Moderator to appear before <br />a Judge of Probate in the Connty of Middlesex, and present to the <br />attention of the Probate Court in and for the said County the names <br />of two persons, praying that said persons be appointed trustees <br />under the will of Chandler R. Richardson deceased, late of Lexing- <br />ton, in addition to the present trustee, that it be the sense of the <br />town that such additional trustees be so appointed, and that the <br />Selectmen suggest two such persons to the committee hereby ap- <br />pointed to carry out this vote." H. H. Putnam moved to amend <br />by substituting the following motion : <br />WHEREAS, a bequest to the town of Lexington is reported to have <br />been made by the late Chandler R. Richardson of a certain portion <br />of the property formerly owned by him to be devoted to the use of <br />a manual training school for the town, and <br />WHEREAS, the town is informed that no report of the administra- <br />tion of the trust created by the will of said Richardson has been <br />filed in the Probate Court. It is hereby <br />Voted, That a committee of three be appointed by the chair to in- <br />vestigate the matter fully, to take such action as they see fit and to <br />report on the subject at the next town meeting. <br />Mr. E. P. Merriam moved that when the vote on Mr. Putnam's <br />amendment be taken the house be polled, which was lost. Mr. <br />Putnam's amendment was put and declared lost. Mr, Mitchell's <br />motion was then put and declared carried. <br />The Moderator appointed the following committee : <br />ABBOTT S. MITCHELL, (Chairman), <br />GEORGE W. SAMPSON, ABRAM C. WASHBURN. <br />ART. 27. On motion of A. E. Locke it was <br />Voted, That the sum of $1240 be appropriated and assessed for <br />the purpose of improving the sanitation and drainage of the Adams <br />
