I$ <br />ART. 3. To see if the town will vote to elect its Assessors and <br />Overseers of the Poor, or either of those boards, in the manner <br />authorized by Section 335 of the Election Act of 1895, (Chapter <br />548 of the Acts of 1898). <br />ART. 4. To see if the town will rescind any vote or votes hereto- <br />fore passed relative to the election of officers of Highway Surveyors, <br />and provide for the election of one or more Road Commissioners, to <br />that end adopting the provisions of Section 337 of said Election <br />Act, or making any other suitable provisions therefor. <br />These articles were taken up on motion of Mr. G. W. Sampson, <br />who moved their indefinite postponement, and the town so voted. <br />ART. 5. To see if the 'Town will refund the taxes collected from <br />the trustee of the Estate of Chandler R. Richardson, assessed on <br />property given by the will of said Richardson, to establish or support <br />an Industrial School for the town --abate the taxes hereafter assessed <br />on said property—petition the Legislature for authority so to do, or <br />act in any manner relating thereto. <br />This article was taken up on motion of Mr. A. E. Scott, who ex- <br />plained the nature of the bequest of Mr. C. R. Richardson, and the <br />present condition of the property and read from past Town Reports <br />the views of different boards of School Committees in regard to <br />manual training, and said that if the taxes on the property were <br />abated, the income could be devoted to the purpose intended. <br />Mr. E. A. Bayley criticised Mr. Scott's remarks and opposed the <br />refunding and abatement of the taxes. <br />A motion of Mr. H. W. Lewis to indefinitely postpone the matter <br />was opposed by Rev. C. F. Carter and defeated. <br />16 <br />On motion of Mr. A. E. Scott, it was <br />Voted, That the Town petition the Legislature for an act substan- <br />tially as follows : <br />The Town of Lexington may by vote at any meeting called for the <br />purpose exempt from taxation any or all property held by the trustee <br />under the will of Chandler R. Richardson for the purpose of estab- <br />fishing an industrial school or manual training department in connec- <br />tion with the Hancock School in said Lexington, abate any tax that <br />may be assessed thereon, or refund to said trustee the amount of the <br />taxes thereon already paid by him. <br />ART. 6. To hear the report of the Committee appointed "to in- <br />vestigate and consider all matters with reference to the erection of a <br />new High School Building, of sufficient size to accommodate the <br />high school grades alone, or the high school grades together with <br />some of the upper grades of the two grammar schools," and to act <br />in any manner relating thereto. <br />Mr. E. Bayley for the Committee on the new High School <br />Building, read the following report. <br />REPORT OF THE COMMITTEE ON A NEW HIGH <br />SCHOOL BUILDING. <br />To the Town of Lexington : <br />Your committee appointed under the vote of the Town at the ad- <br />journed meeting held April 3rd, 1899, "to investigate and consider <br />all matters with reference to the erection of a new High School <br />Building of sufficient size to accommodate the high school grades <br />alone, or the high school grades together with some of the upper <br />grades from the two grammar schools," have completed their duries <br />and beg to submit the following report. <br />
