Sampson <br />disagreed with Mr. Clapp's motion and hoped that day meetings <br />would not be done away with. <br />On polling the house on Mr. Clapp's motion, by a vote of 74 in <br />favor to 70 opposed, it was <br />Voted, That Article 3 of the by-laws is hereby amended by strik- <br />ing out the words at the end thereof, "No other business shall be <br />acted upon until one o'clock p. m.," and substituting therefor the <br />following: "At the conclusion of the required election of town <br />officers by ballot, the meeting shall stand adjourned to the Monday <br />evening then next following, unless by unanimous vote of the meet- <br />ing at the time, the adjourned meeting shall be ordered for some <br />other specified time; and no business other than matters incidental <br />to opening and adjourning the meeting, opening and closing the <br />polls for the required election, and the conduct of such election, <br />shall be transacted until the adjourned meeting"—so that said <br />Article shall read as follows, viz : <br />"The annual town meeting shall be held on the first Monday in <br />March in each year, unless the selectmen shall; for sufficient reasons, <br />postpone it to any other Monday during the same month, and the <br />annual report of the town officers shall be printed and circulated <br />with the warrants for the annual meeting. Such meeting shall be <br />commenced at 7 o'clock a. m. The polls for the election of town <br />officers shall be opened at that hour, or as soon thereafter as pos- <br />sible, and shall be kept open till 5 o'clock p. m. At the conclusion <br />of the required election of town officers by ballot, the meeting shall <br />stand adjourned to the Monday evening then next following, unless <br />by unanimous vote of the meeting at the time, the adjourned meet- <br />ing shall be ordered for some other specified time; and no business <br />other than matters incidental to opening and adjourning the meet- <br />ing, opening and closing the polls for the required election and <br />the conduct of such election, shall be transacted until the adjourned <br />meeting." <br />14 <br />ART. 4. To take any action or pass any votes that may be neces- <br />sary or appropriate as incidental to the foregoing objects or any of <br />them, including in such actions alterations of or additions to Article <br />3, or other portions of the town by-laws. <br />On motion of Mr. R. P. Clapp, it was <br />Voted, That the town clerk be authorized to present the amended <br />by-laws to the Superior Court. <br />ART. 5. To see if the town will alter or amend Section 1 of the <br />by-laws for rules and regulations of the water department, whereby. <br />it is provided that no member of the board of water commissioners <br />shall receive any salary or other compensation for his services, or <br />act in any manner relating thereto. <br />Mr. L. A. Saville read Section 1 of the by-laws for rules and regu- <br />lations of the water department and moved to repeal the Section <br />whereby the water commissioners should receive no salary or other <br />compensation for their services. <br />This motion was opposed by Messrs.
