17 <br />ART. 15. To see if the town will authorize, their Treasurer under <br />the direction of the Selectmen, to borrow money for any necessary <br />purpose in anticipation of the collection of taxes the current year, <br />the same to be repaid directly from the proceeds of said taxes, or <br />act in any manner relating thereto. <br />On motion of Mr. George W. Sampson, it was <br />Voted, That the Treasurer be authorized, under the <br />direction of the Selectmen, to borrow money for any <br />necessary purpose in anticipation of the collection of <br />taxes the current year: the same to be repaid directly <br />from the proceeds of said taxes. <br />ART. 16. To see what measures the town will adopt in relation <br />to the collection of taxes the ensuing year, or act in any manner <br />relating thereto. <br />On motion of L. A. Saville, it was <br />Voted, That all taxes for the current year be made <br />payable on or before Dec. 1, 1893, and that a discount <br />of one half of one per cent per month for all full <br />months prior to said date be deducted for prompt pay- <br />ment, and that all taxes remaining unpaid at that date <br />be subject to interest at the rate of six per cent per <br />annum, and that the collector be instructed to collect <br />all taxes before June 1, 1894. <br />ART. 17. To see if the town will authorize the Selectmen to <br />draw from any unexpended money in the treasury for the payment <br />of contingent expenses. <br />Voted, That the Selectmen be authorized to draw <br />from any unexpended money in the treasury for the <br />payment of contingent expenses. <br />ART. 18. To see if the town will make an appropriation to con- <br />struct sidewalks with concrete or other materials where the abutters <br />will pay one half the expense thereof. <br />18 <br />On motion of Rev. Irving Meredith, it was <br />Voted, That it is the sense of this meeting that as <br />soon as the weather is favorable the Selectmen shall <br />cause concrete sidewalks — except so far as are at <br />present laid — to be laid on both sides of Main Street, <br />on the one side from Hancock Street, and on the <br />other from Monument Street to Woburn Street, assess- <br />ing the abutters for their proportion of the expense. <br />ART. 19. To see if the town will pay Timothy H. Bowen for <br />care of the old part of the cemetery near the High Schoolhouse <br />for the year 1891, or act in any manner relating thereto. <br />Voted, That the matter be referred to Committee <br />appointed under Article 21. <br />ART. 20. To see if the town will empower the School Committee <br />to grant the use of Hancock School Hall to citizens of the <br />town, at such times and on such conditions as they may deem judi- <br />cious, or act in any manner relating thereto. <br />On motion of Mr. A. S. Parsons, it was <br />Voted, That the School Committee be empowered <br />to grant the use of Hancock School Hall to citizens <br />of the town, at such times and on such conditions as <br />they may deem judicious. <br />ART. 21. To see if the town will appoint a Committee, to consist <br />of the Chairman of the Board of Selectmen, Overseers of the Poor, <br />and Surveyors of Highways, the Chairman of the Board of Assessors, <br />the Chairman of the School Committee, and the Chief Engineer of <br />the Fire Department for the preceding year, and five other legal <br />voters, to be known as a Finance Committee, to serve one year ; <br />to which Committee all matters relating to the finances of the town <br />shall be referred, and no appropriation of money for more than one <br />hundred dollars shall be made until the same has been considered <br />by said Committee.
