9 <br />TRAMPS. <br />The continued decrease in the number of tramps <br />must be gratifying to all who can recall to mind their <br />experience of only a few years past. The whole <br />number from Feb. lst 1882, to Feb. lst 1883, was 54, <br />a decrease of 69 from the previous year. <br />GUIDE BOARDS. <br />The past year has been no exception to former <br />years in the destruction of Guide Boards. Attempts <br />have been made to obtain evidence sufficient to con- <br />vict those who manifest so little regard for the con- <br />venience of the traveling community by destroying <br />guide boards. The law is peremptory in compelling <br />the town to erect and maintain guide boards where <br />needed by the public, and the penalty for destroying <br />or defacing them is not less than five or more then <br />one hundred dollars; one half of the fine to go to the <br />complainant. <br />TRUST FTTNDS. <br />The town is now the custodian of four trust funds, <br />and as each one has its specific object or mission, it <br />is necessary that the income and expenditures be <br />separately kept and the yearly unexpended balances <br />(if any) be carried forward to meet the demands of <br />the next year. <br />The attention of the town has several times hereto- <br />fore been called to the need of taking measures to <br />keep separate these incomes from the finances of the <br />town, so as to avoid complications. <br />10 <br />The method adopted by the town in regard to ap- <br />pointing trustees for the Bridge Fund seems to be a <br />judicious measure, as the Treasurer of the board of <br />trustees holds the Town Treasurer's note, and keeps a <br />record of the income and disbursements. So too with <br />the Cary Library Funds. The Treasurer elected by <br />the trustees holds the finances, and reports annually <br />to the town. <br />If the Cemetery Trustees were empowered to elect <br />a treasurer of one of their number, and take the <br />town treasurer's note for amount of the cemetery <br />funds, and if t -he trustees of the Garnmell legacy <br />were also authorized to hold the town treasurer's <br />note for the amount of the legacy, and keep a record <br />of all expenses and income, together with any balance <br />that might remain on hand, then these matters, which <br />are perpetual, would be so far separated from the <br />town treasurer's duties as to be more easily managed <br />and understood. <br />This subject will be brought before the town at the <br />Annual Meeting for consideration. <br />It becomes so necessary to discriminate in the dis- <br />bursement of the Bridge Fund among the applicants, <br />that those who may be refused aid may feel aggrieved <br />by not understanding the requirements of the gift. <br />It is in compliance with several requests that the <br />Trust Deed. of the Bridge Fund and the Gammell <br />Legacy be inserted in the Report, so that its in- <br />tention and requirements can be more fully under- <br />' <br />stood. <br />
