Themeetingwascalledtoorderat7:34PM. Nominuteswereavailableforapproval. TheChaircontinuedthediscussionofthedocumentthatChrisNeurathdistributedattheApril 18thmeeting.Manyoftheitemswereapartofthelargerdiscussiononitemssubjectto reviewanddecisioncriteriasowerehelduntilthatdiscussion.TherewasadiscussionofChris' questionconcerningtheCodeofLexingtonChapter78'sstatementthattheNCDCommission ChairwouldhavetheopportunitytoissueaCertificateofCompatibilityforsmallalterations, thoughtbytheChairtomeettheNCDguidelines.ThediscussionrevolvedaroundhowtheNCD couldmakesurethattheChairwouldn'tmakeamistake.Thestatementwasmadethatitis understoodthattheChaircouldsolicitopinionsfromotherCommissionmemberssothat everyonewascomfortablewiththedecision. Thediscussionthenturnedtothe"DecisionCriteria"fortheBylaw.DonnalikedRichard Goldhammer'sdocumentverymuch,butafterdiscussionitwasdecidedthathisstatements belongedmoreinthePurposesection,soDonnawillworkonincorporatingthoseideasintothe Purpose.Donna'ssuggestedDecisionCriteriafocusedmoreonactualstatementsmadeby neighborhoodresidents,buttheydidn'tcaptureeverythingneeded.RichardCanalesuggested ourcriteriaundertheappropriate thatwecouldkeepthewordingfromChapter78andadd category.Heagreedthatwereallyhadtohaveadecisioncriterionforeachofourstatements underalterations"SubjecttoReview."Membersweretaskedwithcontinuingtoworkon DecisionCriteriaforthenextmeeting. Thefollowingchangesto"ExemptfromReview"werevoted: #9Skylightsandsolarpanelsinstalledinthesameplaneas,andinclosecontactwiththeplane oftheroof. #10Fencesfourfeethighorlessandtheirequalheightentrygates. #11Handicappedaccessibleramps. Thefollowingchangesto"SubjecttoReview"werediscussed: #1AlterationstoBuildingsorStructures,includingbutnotlimitedto,currentrooflines, additions,styleandsizeofwindows,andtheenclosureofporches. #2AlterationstoBuildingsorStructureswhichmightrequiretheissuanceofavariancefrom thethencurrentzoningbylawsoftheTown. #3ProposalstochangetheorientationoftheBuildingorStructureinrelationtoitscurrent positiononthestreet. #4InstallationofsolidfencesthatwouldextendbeyondthecornersoftheBuildingorStructure towardthestreet. #5Additionsofgaragesandadditionalpavedparkingareas. TherewasadditionaldiscussionaboutthoseitemsthatdidnotbelongintheDecisionCriteria couldgointheguidelinesandthattheguidelinescouldbelistedintheBylaw. RichardCanaleofferedseveraladditionalchangesconcerningtheBylawthatwillbe incorporatedintothefinaldocument:meetingschedule,informaldiscussionsofalterations, andcertificateextensionsgrantedbytheNCD. Donnaexpressedconcernthatourcommitteewasbehindscheduleandsheworriedthatwe mightnotmakethefallTownMeeting.Richardstatedthathethoughtwewereokay. Therewasnopubliccomment.
