His sump pump has been running constantly. He explained that he wants the builder and engineer to fix the problem, but he has not heard from them. Questions and comments from the Commission: The commission did not think it was right for the engineer to recommend that the homeowner lift the pump himself. The commission discussed whether they could bring enforcement against the builder and engineer even if they are not the owner any longer.
