HomeMy WebLinkAbout2004-04-29-2020-min (Implementation Committee) 2020 Vision Implementation Committee April 29, 2004 – Meeting Minutes 7:45 a.m. Selectmen’s Meeting Room Members Present : Fernando Quezada and Tom Harden Others: Candy McLaughlin, Richard Pagett, Wendy Rundle, Ann Redmon, Marian Cohen, Kerry Evans, Jessie Steigerwald, Ukari Scott Minutes: The minutes from the March 26, 2004, Implementation Committee meeting were approved. General Information: The schedule of meetings was discussed, including the change of meeting day from Friday to another day of the week. The most convenient day for the majority of the group is yet to be determined. The group welcomed Richard Pagett, the new Selectman liaison to the 2020 Vision Committee. Committee Recruitment: Fernando has spoken with Hank Manz but has yet to find a representative from the TMMA. Candy reported that she has another lead on a representative from the Clergy Association. Update on Scoping Groups: Forging Constructive Community Discourse – The group has had a number of meetings and has discussed sources of divisiveness as well as mechanisms for communication and information dissemination. They plan to connect and outreach to different defined groups in town; many groups were identified and Richard Pagett suggested a few conservative groups that are community-orientated, such as the Elks, Lions, and Rotary. He mentioned that during the campaign for Selectmen, the request for a public forum/dialogue came up time and time again. The scoping group also hopes to create a pamphlet on town government, target high school students as a means of information dissemination to their parents, and encourage volunteerism. Fiscal Process – Jessie Steigerwald reported on the progress of the fiscal group, especially in terms of getting more people to join the group. She also presented the group’s “convention” concept – which would actually involve each of the scoping groups in a one-day interactive “community conversation” process. This model would be a way for people to get involved and engaged in the 2020 process. This idea will be brought to the Process Subcommittee for more discussion. Regional groups – Nobody from this group was present at the meeting. But it was reported that Richard Canale, a member of the scoping group, has talked with Town staff about developing an inventory of all current regional initiatives. Economic Development – Fernando reported that the group has met twice and are still considering other potential members to join the scoping group. The group is looking to expand the notion of economic development beyond the center of Town. They are also looking at the Town’s position of Economic Development Officer, which was lost during the failed override in June 2003. There is also concern about vacancies around town. The group has also begun to take a wider perspective of economic development by looking at what Lexington can do to have any influence on the state-wide job situation. th It was reported that some of the scoping groups are going to have a difficult time meeting the May 10 deadline for their written reports. Jessie suggested that if the committee decides to use the convention model, each scoping group could use the same format for ease of reporting as well as consistency. 1 There was considerable discussion as to whether some of the scoping groups are moving outside their areas of responsibility. It was suggested that the scoping groups aren’t supposed to “do” – their purpose is to generate ideas and suggestions and pass them along to more permanent groups, including town staff. Fernando stressed the importance of setting and meeting expectations although tempered with a long-term perspective. He also highlighted the need to link back to the stakeholders and work to commit people to put actions to the scoping groups’ recommendations.
