HomeMy WebLinkAbout2004-02-27-2020-min (Implementation Committee) 2020 Vision Implementation Committee February 27, 2004 – Meeting Minutes 7:45 a.m. Selectmen’s Meeting Room Members Present : Fernando Quezada, Todd Burger, Nancy Tentindo, Peter Enrich, and Scott Burson. Others: Candy McLaughlin, Elaine Sterzin, Wendy Rundle, Stacey Hamilton, Ann Redmon. Minutes: The minutes from the January 23, 2004, Implementation Committee meeting were approved. General Information: The group reviewed a summary of resources used and leveraged for the 2020 Vision process, in response to an inquiry at the December joint board meeting. Feedback from that meeting will accompany the report to the three boards. Candy noted that a new round of Study Circles has begun addressing the topic “Anger and Divisiveness: Its Roots and How to Dig Them Out.” Candy circulated a brochure from Arlington Vision 2020 that was mailed to all Arlington residents along with the annual Town Census. The potential for doing something like this for Lexington 2020 Vision was referred to the Process Subcommittee. Committee Recruitment: Potential committee members Stacey Hamilton and Ann Redmon introduced themselves. Candy reported that Marian Cohen from the Council on Aging Board is very interested in joining 2020 Vision, but cannot meet on Friday mornings. Wendy reported that Claudia Lach would like to participate but also has a conflict on Fridays. The subject of alternate meeting days was referred to the Process Subcommittee. Additional recruitment efforts will continue: Candy -- follow-up on clergy and TMMA representatives, meet with Mary Jo Bohart of the Chamber of Commerce regarding a business person, and ask about candidates from the Study Circles outreach. She will also include in the information to elected boards a request for names of suggested candidates who would broaden the spectrum of views represented on the Committee. Chuck – Jed Snyder and Citizens for Freedom Scott – Tony Close after he goes off the School Committee Wendy – Bea Holland Fernando – Ken Elmore Todd suggested after Tuesday’s election that we approach some of the newer candidates for office, as a way of increasing representation of diverse views within the community. Scoping Groups: Peter summarized the current process, from collecting themes and issues at precinct meetings, to the joint boards identifying five topics appropriate for 2020 Vision to pursue, to the Committee combining these into four topics for a closer look. This spring small “scoping groups” will each survey their topic and recommend how to move forward. The Committee will report to the joint boards with proposals to move forward on each topic in depth in the fall. The Process Subcommittee will compile a packet of information for each scoping group that will include a charge, work plan, list of relevant questions, desired results, and previous information about the topic. Citizen Involvement/anger and divisiveness – Marian Cohen, Stacey Hamilton and Ann Redmon are all interested in this topic, Peter Lee may be willing to participate in a non-leadership role, and when a clergy representative is identified s/he would be appropriate for this topic. Fiscal Process – Peter Enrich and Chuck Benson will reach out to the Appropriations and Capital Expenditures Committees now that the proposed budget has been decided. This topic initially includes at least three strands: the process by which we design budgets, communication between the policymakers and the community around fiscal matters, and finding/creating alternative revenue streams. 1 Regional groups – Nancy Tentindo and Todd Burger have identified a number of people from different areas, and so far Richard Canale, Jackie Davison, and Elaine Dratch are interested in participating. This topic includes regional planning as well as regional collaboration such as joint purchasing and provision of services. Economic Development – Fernando Quezada and Jerome Smith are in the process of contacting three other potential members for this group. By the next Committee meeting on March 26, each scoping group should have its members identified and have held its first meeting. The scoping groups’ work must be completed by mid-April. Publicity: Nancy mentioned the recent 2020 Vision article in the Colonial Times. Candy reported on the current status of the website, and agreed to work with Peter Lee to add two short pieces of information: an outline of the current process, and a list of all participants from the beginning. The website address will be added to the Committee’s stationery.
