HomeMy WebLinkAbout2004-01-23-2020-min (Implementation Committee) 2020 Vision Implementation Committee January 23, 2004 – Meeting Minutes 7:45 a.m. Selectmen’s Meeting Room Members Present : Fernando Quezada, Jeanne Kreiger, Peter Enrich, and Scott Burson. Others: Candy McLaughlin, Wendy Rundle, Nancy Tentindo, and Kerry Evans. Minutes: The minutes from the December 19, 2003, Implementation Committee meeting were approved. Process Subcommittee Report: Candy, Peter, and Fernando gave a summary of what occurred at the Process Subcommittee meeting held on January 16, 2004. Feedback to participants/boards: Feedback has been given to the recent participants as well as Town Meeting members on the results of the precinct meetings and the joint board meeting. Feedback will be presented to the Boards along with an accounting of resources and the next steps the 2020 process will be taking in the next phase. Clarification of goals: It was agreed that the liaisons to the individual boards would ask if clarification was necessary and provide that information, if needed. For the sake of the next phase, the goals of enhancing citizen involvement and addressing anger/divisiveness in the Town will be looked at by the same group. Next phase: For the next phase, it was determined that a small group, facilitated by one or two Committee members, would develop a potential process for each goal. The following Committee members have volunteered or been suggested to facilitate one of the groups: citizen involvement/anger and divisiveness -- Peter Lee and a potential new member fiscal process -- Peter Enrich and Chuck Benson regional groups -- Nancy Tentindo and Todd Burger economic development -- Fernando Quezada and Jerome Smith Recruitment for Implementation Committee: Candy provided an update on the recruitment process for the Implementation Committee. She has been in contact with Helen Cohen for a suggestion from the Clergy Association. It was suggested that there should be a representative from the Town Meeting Members Association (TMMA) since Alan Lazarus resigned his position on the Committee. Candy said that she has been in touch with Alan for a suggestion and will also talk with Hank Manz. Moving Forward Scoping Groups: It was decided that the small groups that will be set up in the next phase of the process will be called “scoping groups.” The facilitators, determined at the Process Subcommittee, have the ability to reach out to potential group members. It was agreed that they should have constructed their group and potentially have had their first meeting by the next full implementation meeting (February 27, 2004). Nancy Tentindo asked for advice on potential members for the regional group and Richard Canale was suggested for that group. It was also suggested that Chuck Benson be asked to provide outreach to the Citizens for Freedom group. There was a suggestion, by Scott Burson, to change the anger/divisiveness language to “forging constructive community discourse.” There was agreement from the group and a change will be considered. The following was proposed as a “working” schedule: 1.Will have scoping groups set in Feb 2.Scoping groups meet until end of March 3.Get back to boards after town meeting (end of April/beginning of May) 4.Work groups (or some other process) formed during the summer 5.Work groups start working in September 6.Hope of finishing by end of December 1 It was decided that the Committee will report steps one, two, and three to the Boards as next steps. The Committee discussed that the following should be the charter from the scoping groups: Inventory of what’s gong on now on that topic What is missing and where is further work required What kind of process would be useful on that topic Provide any further definition/clarification, if possible Discussion was held on outreach and publicity. It was mentioned that outreach should be a focus for the scoping groups and advertising will be through “regular” avenues, including the website, newspapers, etc. Committee members will need to be very active in putting groups together – once a work group is formed or other process is in place, the committee members will then become liaisons Recruitment for Implementation Committee Recruitment for the Implementation Committee is on-going. Certain groups/individuals were identified as potential recruits; including some groups that have not been previously represented including downtown businesses and the realtors community. In terms of what is the best avenue for contact, Candy suggested that it would be helpful for committee members to make initial contact and staff can then follow up. It was suggested by Peter that the scoping groups could be useful in recruitment to implementation committee. Candy has been or will be in contact with representatives from the Clergy, Council on Aging, TMMA, and Center/Realtor community. Chuck will be asked to contact Citizens for Freedom. Jeanne will ask representatives of Stand for Children, specifically Ann Redmon. Peter will contact Stacey Hamilton. Fernando will contact Ken Elmore. Scott Burson will contact Tony Close and Robin DiGiammarino. Wendy mentioned that she knows three Lexington residents who might be good for the Committee (Bill Hurley, Bea Holland, Claudia Latch) and she will make contact and see if any of them are interested in becoming involved with the Committee. All members who have agreed to do outreach for potential recruits were asked to report back by next meeting on February 27, 2004 Upcoming dates: th February 6, 2004 – Process Subcommittee th February 27, 2004 - 2020 Vision Committee meeting Meeting adjourned at 8:40 am. 2
