<br />2020 Vision Implementation Committee <br />December 19, 2003 – Meeting Minutes <br />7:45 a.m. Selectmen’s Meeting Room <br />Members Present <br />: Fernando Quezada, John Bartenstein, Jeanne Kreiger, Peter Enrich, Chuck Benson, <br />Tom Harden, and Alan Lazarus. <br />Others: <br /> Candy McLaughlin, Wendy Rundle, Elaine Sterzin, Rick White, and Kerry Evans. <br />Minutes: <br /> The minutes from the October 17, 2003, Implementation Committee meeting were discussed, <br />corrections were made, then approved. <br />Joint Board Meeting: <br />Candy presented the Committee with a draft abstract of what occurred at the Joint <br />Board Meeting, held on December 11, 2003. Participants of the meeting as well as observers from the <br />Committee reported on their experiences and observations. Five goals were identified as suitable for <br />follow-up from 2020. The goals are: (1) enhance citizen involvement; (2) strengthen the fiscal process; <br />(3) Initiate and/or participate in regional groups to resolve common problems, address common needs, <br />capitalize on common strengths, and share services and resources in the areas of transportation planning, <br />open space, environmental quality/monitoring, and fiscal planning; (4) encourage economic development; <br />and (5) address anger/divisiveness. There was discussion that the work groups would be the best avenue <br />for clarifying these goals but the Committee needs to be clear that the other goals from the original 27 are <br />not being dropped and that these five goals are not necessarily the top priority goals. <br />Work Groups: <br /> A discussion was held regarding the next steps for the work group formation. Some of <br />the Committee members that were at the Joint Board Meeting felt that there was no clear mandate from <br />the boards to move forward on forming work groups. It was suggested to have a subcommittee created to <br />start thinking about the processes for the goals. <br />Next steps: <br /> It was decided that the same feedback document, briefly outlining the precinct meetings and <br />the results of the joint board meeting, will be given to all participants, board members, and the TMMA. <br />The Committee will also give the boards information as to how it will address the five goals that came out <br />of the joint board meeting, including clarification if necessary, and a reporting of resources used and <br />resources leveraged during the 2020 process. Some of the Committee members felt that they heard <br />strongly from the boards that they wanted more feedback on a regular basis from the Committee. It was <br />suggested that after each meeting, the board liaisons bring back to their boards quick bulleted information <br />to keep them up to date. <br />Committee Recruitment: <br /> With the impending absence of Alan Lazarus and John Bartenstein, individual <br />names were proposed for recruitment as well as suggestions to get representatives from the Council on <br />Aging, clergy, Citizens for Freedom, and Stand for Children. <br />Upcoming dates: <br />th <br />January 9, 2004 – Process Subcommittee <br />rd <br />January 23, 2004 - 2020 Vision Committee meeting <br />Meeting adjourned <br /> at 9:00 am. <br />2020 Vision Implementation Committee 1 October 17, 2003 <br />
