<br />2020 Vision Implementation Committee <br />Meeting Minutes <br />June 15, 2001 <br />Members Present: <br />Fernando Quezada, Tony Siesfeld, Nancy Wilson, Sherry Gordon, <br />Peggy Perry, Alan Lazarus, Bernard Harleston, Peter Enrich, Ellie Epp, Chuck Benson, <br />Tom Harden, Todd Burger, Jerome Smith <br />Staff: <br />Rick White, Candy McLaughlin, Kelly Zeoli <br />Call to Order <br />Approval of Minutes <br />The minutes from the May 4, 2001 meeting were approved. <br />Town Staff Process. <br /> Rick said the Town staff is an important engine for moving 2020 <br />Vision forward. Currently the Senior Management Team is developing a town wide <br />project inventory, and preparing information on 2020 Vision projects and programs for a <br />July 11 goal setting meeting of the Selectmen. The goal setting exercise involves <br />inventorying responsibilities and strategic partnerships required for implementation. <br />2020 Vision goals and objectives will be ranked from the perspective of different <br />departments and then the Town as a whole. Fernando emphasized that this infusion of <br />energy from Town staff and other implementers does not put the Implementation <br />Committee in a passive role but rather a complementary one. <br />Education Subcommittee Report. <br /> Being the first subcommittee formed, this group <br />struggled with its role at first, particularly because much is ongoing in education but very <br />little is “quick and tangible.” They have drafted questions for the Superintendent of <br />Schools and will meet with her soon. Peter said the Operations Subcommittee had <br />identified measurement of success as a critical role for subcommittees. <br />Implementation Committee Role. <br /> Jerome asked if the IC mission is clearly defined. <br />Others responded that it has an independent monitoring role, different from elected <br />boards and appointed staff who work within political and operational constraints. The <br />Implementation Committee should be seeking ways to link day-to-day tactical tasks (such <br />as fixing a pothole) to the strategic vision or roadmap (improved roads), and to define <br />what success is. We also need to keep the community engaged in the 2020 Vision <br />process. <br />Relationship to Comprehensive Plan. <br /> Tom identified the Planning Board’s <br />comprehensive planning process as the implementation device for a major piece of 2020 <br />Vision. He outlined the schedule for completing the seven different elements. <br />Communication between this process and the 2020 Vision Implementation Committee <br />will be critical to avoid redundancy. <br />Survey Analysis. <br /> Tony discussed three additional ways to slice the data.
