HomeMy WebLinkAbout2024-01-17-HC-min Lexington Historical Commission Meeting Minutes January 17, 2024 Meeting Conducted by Remote Participation Commissioners Present: Robert Rotberg, Chair, Marilyn Fenollosa, Wendall Kalsow, Diane Pursley, Susan Bennett. Commissioner Absent: Associate Commissioners Present: David Kelland. Associate Commissioner Absent: th Chair Robert Rotberg called the January 17, 2024 Historical Commission meeting to order at 6:59 pm. AGENDA ITEM #1: Approval of meeting minutes th Ms. Fenollosa made a motion to approve the minutes of the meeting held on November 15, 2023 as edited. Ms. Bennett seconded. Motion carried. All in favor. rd Mr. Kalsow made a motion to approve the minutes of the meeting held on January 3, 2024 as written. Mr. Kelland seconded. Motion carried with Ms. Pursley in abstention. All in favor. AGENDA ITEM #2: Hosmer House Update Ms. Fenollosa stated that she would recommend to ask the ZBA to impose fines or penalties in mitigation because of the violations of the special permit. Ms. Bennett stated that the decision of the ZBA can be appealed to Superior Court in 20 days after it was filed with the Town Clerk. She also stated that she was even further shocked that the ZBA was so indifferent to people violating special permit conditions. AGENDA ITEM #3: Public Hearing regarding the partial building demolition and roof line change (Additions) at 49 Peacock Farm Road APPLICANT (S) PRESENT: Scott Rossi, Contractor Katie Flynn, Architect ABUTTER(S) PRESENT: DOCUMENT(S): Homeowner Letter: dated December 18, 2023 Legal Advertisement Authorization Form: dated December 18, 2023 PFR Permit set – Stamped: dated December 18, 2023 PFR – HC Review: dated December 19, 2023 Historical Commission 1 SUMMARY: Katie Flynn, architect of 49 Peacock Farm Road, explained the proposed additions plans for 49 Peacock Farm Road. Ms. Flynn stated that the proposed plans has been reviewed and approved by the Peacock Farm Review Board. And the approval letter was on file with the Town. The Commission reviewed the proposed additions plans for the structure at 49 Peacock Farm Road. No Public Comments. HC COMMENTS: The Commission reviewed and approved the proposed additions plans for the structure at 49 Peacock Farm Road. MOTION: Ms. Bennett made a motion to find that 49 Peacock Farm Road is preferably preserved and to th approve the plans as presented at the January 17, 2024 Historical Commission meeting. Mr. Kalsow seconded. Roll Call Vote: Mr. Kelland – Yes, Ms. Fenollosa – Yes, Ms. Bennett – Yes, Ms. Pursley – Yes, Mr. Kalsow – Yes, Motion carried 5 to 0. AGENDA ITEM #4: Public hearing regarding removal 30 Fletcher Avenue out of HC Inventory APPLICANT (S) PRESENT: Maribeth Lazich, Trustee for the Furdon Irrevocable Trust Timothy Morgan, Realtor DOCUMENT(S): Form A – 30 Fletcher Avenue: dated April, 1984 Complaint letter – Refusal to Allow Demolition of 30 Fletcher Avenue: dated Dec 14, 2023 Listing information: dated October 24, 2023 Deed of 30 Fletcher Avenue: dated February 7, 2022 SUMMARY: Ms. Lazich and Mr. Morgan explained that the house was not preferably preserved and lacked historical significance. Historical Commission 2 All commissioners agreed that the home was preferably preserved and had architectural and cultural significance to remain on the Historical Commission Inventory. George LeBlanc, realtor, inquired about the application process and how likely to be approved with proposed addition plans based upon the exterior historical Significance being considered. HC COMMENTS: The Commission refused to remove the structure at 30 Fletcher Avenue out of HC Inventory. MOTION: Mr. Kalsow made a motion to find that 30 Fletcher Avenue has retained enough of its architectural character to merit remaining on the cultural resource inventory. Mr. Kelland seconded. Roll Call Vote: Ms. Pursley – Yes, Mr. Kelland – Yes, Ms. Fenollosa – Yes, Ms. Bennett – Yes, Mr. Rotberg – Yes, Mr. Kalsow – Yes, Motion carried 6 to 0. AGENDA ITEM #5: Review of 2024 HC Calendar The Historical Commission reviewed and approved the 2024 HC Calendar. All Historical Commission meetings in 2024 will be remote. AGENDA ITEM #6: Input from the public on other matters Ms. Pursley stated that the citizens petition of digital publication of legal notice was ready for 2024 Town Meetings. AGENDA ITEM #7: Adjourn Ms. Bennett made a motion to adjourn, seconded by Mr. Kalsow at 8:24pm. Motion carried. All in favor. Historical Commission 3
