PLANNING BOARD MINUTES <br /> MEETING OF NOVEMBER 20, 1989 <br /> The meeting of the Lexington Planning Board held in Room G-15, Town Office <br /> Building, was called to order at 7:39 p.m. by the Chairman, Mrs. Wood, with <br /> members Klauminzer, Sorensen, Uhrig, Williams, Planning Director, Assistant <br /> Planner Nordby and Secretary Peters present. <br /> 273. Review of Minutes: The Planning Board reviewed and corrected the <br /> minutes for the meeting of November 6, 1989. On the motion of Mrs. Klaumin- <br /> zer, seconded by Mr. Sorensen, it was voted 4-0-1 (Mrs. Uhrig abstained as she <br /> had not attended the meeting) to approve the minutes, as amended. <br /> *************************** REPORTS ************************************* <br /> 274. Planning Director <br /> a. Proposed Revisions to Chanter 774: Mr. Bowyer reported that he had <br /> testified last Friday, on behalf of the Mass. Association of Planning <br /> Directors (MAPD), at one of several public hearings on the Proposed <br /> Revisions to the Regulations of Chapter 774. MAPD proposes a longer <br /> period for approved Local Housing Plans to be in effect, not less than <br /> three and not more than five years. He noted there are two steps to the <br /> process; approval and certification of the housing plan. In com- <br /> munities that have a good record for producing affordable housing, <br /> certification can probably be obtained immediately; for communities with <br /> no record of past performance, certification would come after building <br /> permits for affordable housing have been issued. <br /> MAPD also proposes that rather than a short certification period of only <br /> one year, there be provision for an appeal by aggrieved developers who <br /> contend that a community is not making a good faith effort to provide <br /> affordable housing. Mr. Bowyer also reported that only one person spoke <br /> in opposition to the revisions, and that the public notice period will <br /> last through November 27, 1989. <br /> ***************** ADMINISTRATION OF LAND DEVELOPMENT REGULATIONS ********* <br /> RECOMMENDATIONS ON APPLICATIONS TO THE BOARD OF APPEALS <br /> 275. Hearings Scheduled for December 14. 1989: Mrs. Uhrig gave an oral <br /> review of the following petitions: <br /> 171 Grant Street, Raymond H. Deck, Jr. , SP, to construct a racquet <br /> court. The Planning Board noted that the proposed location of the one <br /> side of the court is on the side yard setback line, and that, although <br /> this complies with the Zoning By-Law, it appears there is room to move <br /> the proposed court further away from the lot line, especially since the <br /> court is proposed to be lit for night use. On the motion of Mr. Soren- <br /> sen, seconded by Mrs. Uhrig, it was voted unanimously to recommend that <br /> a condition for approval of the special permit be an increase in the <br /> side yard setback from the minimum required by the Zoning By-Law. <br />
