HomeMy WebLinkAbout2023-04-10-EDAC-min DRAFT MEETING MINUTES April 7, 2023 The Economic Development Advisory Committee (EDAC) has scheduled a meeting for Monday, April 10, at 8:30 a.m. to 9:30 a.m. via Zoom. AGENDA 1. Opening of the Meeting and Attendance - Chair a. Lisa Murray, Rick DeAngelis, Bridger McGaw, Dave Pronchick (arrived 8:36) Adrienne Ortyl, Charlie Minasian; Sam Ang (arrived 8:40am) – Quorum was established at 8:32 am b. Sandya Iyer, Doug Lucente, Joe Pato, Charles Hornig, 2. Approval of March Meeting Minutes – EDAC a. Moved by Lisa Murray; Seconded by Bridger McGaw. Approved 5-0 (Lisa Murray, Rick DeAngelis, Bridger McGaw, Adrienne Ortyl, Charlie Minasian voted to approve) 3. Items that may come before Annual Town Meeting for EDAC positions. a. Article 34 and associated Amendments i. Dawn McKenna presented the proposed Amendment and justifications. 1. Dawn presented on the Amendment. 2. Lisa Murray concurred that Lexington Center needs to be pulled for now and more focused effort done to make that work for the town with multi-family housing 3. Adrienne O. wants to see more multi-housing development opportunities and how do we make sure that the Lexington Center gets developed for Housing. 4. Bridger M. supports the Amendment and more caution for Lexington Center. 5. Charlie Minasian noted that the Center could be included now but that he wanted the other Marrett/Spring and Marrett Waltham included and concerned why the Amendment group removed these. 6. Dave P. wants to hear more from Planning Board before taking a position. 7. Sam A. agreed that prudent to hold on the Center and the proposal had some merits. 8. Charlie H (speaking on the Planning Board Report against the Amendment) noted that the there is no need for a Special Permit Process around Lexington Center/East Lexington and there are enough controls. And its “Not Clear” in the Special Permit process about what the requirements would be. The Planning Board doesn’t believe that the “bonus” height of 60 ft should be retained as its removal hampers the creation of commercial on the first floor. 9. Jerry M. (Chair Center Committee) – The Center Committee unanimously supports bringing the Center in now through Article 34 as introduced by the Planning Board. 10. Rick D. recognized the market will drive development whether there is housing built quickly. 11. Bridger McGaw moved “The EDAC recommends passage of the Amendment to Article 34 approving multifamily housing to meeting the requirements of MBTA law. The EDAC also recommends development of multi-family housing in Lexington Center and the other districts identified by the Planning Board. The EDAC encourages the Planning Board and Select Board and Center Committee, and other stakeholders to engage in a process to adopting appropriate controls for development of specific zoning modifications for Lexington Center and other parcels identified in the original Article 34 proposal. 12. Bridger McGaw: MOVED: Should the Amendment be adopted; The EDAC encourages the Planning Board and Select Board and other stakeholders to continue the engagement process to adopting appropriate zoning controls for development of multifamily housing in Lexington Center and other parcels identified. 13. Bridger McGaw Moved and Lisa Murray Seconded. a. MOTION: “The EDAC recommends passage of the Amendment to Article 34 approving multifamily housing to meeting the requirements of MBTA law. i. FOR: Bridger McGaw; Lisa Murray. ii. AGAINST: Dave Pronchick; Charlie Minasian; Rick DeAngelis; Sam Ang. Adriene Ortyl 1. 2 for and 5 against 14. Rick D. Moved and seconded by Dave P. MOTION: The EDAC supports Article 34 pass as written. a. FOR: Sam. Ang.; Adriene Ortyl; Rick DeAngelis; Charlie Minasian; Dave Pronchick. b. AGAINST: NO: Bridger McGaw. / Lisa Murray i. 5 for and 2 against 15. If the Bridger McGaw moved and seconded by Lisa Murray: a. MOTION: The EDAC supports development of multi- family housing in Lexington Center and recommends the Select Board encourage the Planning Board and Planning staff to revise their existing plans for Lexington Center and other parcels identified in the original Article 34 proposal. i. 16. Bridger McGaw MOVED and Seconded by Lisa Murray: MOTION: Should the McKenna Amendment be adopted as the Substitute Motion, the EDAC recommends passage of Article 34 as amended. a. FOR: Dave Pronchick; Lisa Murray; Bridger McGaw b. AGAINST: Charlie Minasian; Sam Ang; Rick DeAngelis; Adriene Ortyl 17. Rick DeAngelis MOVED and Seconded by Dave Pronchick: a. Should the McKenna Amendment be adopted as the Substitute Motion, the EDAC recommends adoption of the Burger Amendment: i. FOR: Dave Pronchick; Charlie M; Adrienne; Sam Ang; Rick A. ii. AGAINST: Bridger McGaw iii. There were for adoption of the Burger Amendment and 1 against. b. MOTION: Should the McKenna Amendment fail and the main motion remain, the EDAC recommends adoption of the Burger Amendment: i. Moved by Charlie M. and Seconded by Rick A. ii. FOR: Bridger McGaw Rick DeAngelis Charlie Minasian; Sam Ang. iii. AGAINST: Dave Pronchick. iv. Jerry Michaelson affirmed the Center Committee was against the Burger Amendment by a vote of 7-0-2. v. Planning Board opposed the Burger Amendment by 5-0 MEMORANDUM TO: Select Board CC: James Mallow, Town Manager FROM: The Economic Development Advisory Committee DATE: April 10, 2023 SUBJECT: Positions on Article 34 The Economic Development Advisory Committee (EDAC) met today and voted on the following motions regarding Article 34: • MOTION: The EDAC supports Article 34 pass as written. o The EDAC members voted 5 in favor of Article 34 as written and 2 members against. • MOTION: The EDAC recommends passage of the McKenna Amendment to Article 34 approving multifamily housing to meeting the requirements of MBTA law. o The EDAC members voted 2 in favor and 5 members against passage of the McKenna Amendment. • MOTION: If the McKenna Amendment is adopted, the EDAC encourages the Planning Board and Select Board and other stakeholders to continue the engagement process to adopting appropriate zoning controls for development of multifamily housing in Lexington Center and other parcels identified by the Planning Board. o The EDAC was unanimous in support of this recommendation. • MOTION: Should the McKenna Amendment be adopted as the Substitute Motion, the EDAC recommends passage of Article 34 as amended. o The EDAC voted 3 for passage and 4 against passage of Article 34 as amended. • MOTION: Should the McKenna Amendment be adopted as the Substitute Motion, the EDAC recommends adoption of the Burger Amendment: o The EDAC voted 5 in favor and 1 opposed adoption of the Burger Amendment and 1 against. • MOTION: Should the McKenna Amendment fails, and the main motion remains, the EDAC recommends adoption of the Burger Amendment: o The EDAC voted 5 for passage and 1 against adoption of the Burger Amendment to the main motion.
