BOA Meeting February 25, 2016 3 <br />Matthew Saradjian of 259 Bedford Street, Judi Friedson of 8 Balfour Street, Caroline <br />Fitzgerald of 55 Gleason Road and Thomas Whelan of 2 Ballard Terrace spoke in <br />opposition to the petition. <br />Carmen Lombardo of 29 Wyman Street, Susan Orr of 17 Gleason Road, an abutter <br />from 289 Bedford Street and Eric Carlson, owner of Lexington Coin spoke in favor of <br />the petition. <br />Phil Snell of 1 Valley Road was not in favor or in opposition to the petition, he did not <br />object to the change in use but had a concern with possible rodents around the <br />dumpsters and the smell of the coffee in the neighborhood. (Dunkin Donuts has a <br />very strict regulation on pest control and they would adhere to that regulation.) <br />A discussion followed regarding the signage illumination and the entrances to the <br />property. A Board member was concerned because there were no lanes for traffic <br />flow. <br />There also was a discussion on conditions. <br />The Chairwoman closed the hearing at 8:53. <br />On a motion by Leo P. McSweeney and seconded by James A. Osten, the Board <br />voted 5-0 to grant FIVE SPECIAL PERMITS in accordance with section 135-9.4 and <br />the additional sections of the Zoning By-Law, (CH 135 of the Code of the Town of <br />Lexington), listed below, to allow: 1) A takeout food service, per section 135-3.0, Table <br />1: Permitted Uses and Development Standards, Line J.1.03; 2) Modification of the <br />1985 special permit for a standing sign, per section 135-5.2.4.1; 3) An internally <br />illuminated wall sign, per section 135-5.2.4.1; 4) 0 loading bays instead of the required <br />1 loading bay, per section 135-5.1.14; and 5) 10 parking spaces instead of the <br />required 17 parking spaces, per section 135-5.1.14 with the following conditions: <br />1. There shall be no trash pick up or large truck deliveries during the peak times of <br />between 6:00 am through 9:00 am. <br />2.
