<br />Minutes of the Community Preservation Committee <br />Thursday, March 31, 2016 <br />Parker Meeting Room <br />Town Office Building <br />1625 Massachusetts Avenue <br />4:00 PM <br /> <br />Committee Members Present: Marilyn Fenollosa (Chair); Richard Wolk (Vice-Chair); Norman Cohen, <br />Richard Canale, David Horton, Bob Pressman, Sandra Shaw <br /> <br />Absent: Jeanne Krieger <br /> <br />Other Attendees: David Kanter, Vice Chair of the Capital Expenditures Committee (CEC) and liaison to <br />the CPC, Melisa Tintocalis, Economic Development Director, Rob Addelson, Assistant Town Manager for <br />Finance. <br />Ms. Fenollosa called the meeting to order at 4:00 PM. She noted that Mr. McSweeney had recently <br />moved from Lexington and resigned from the CPC and other committees on which he served. She noted <br />that he had been the Lexington Hs formation ten <br />years ago and would be missed. <br />1) Grain Mill Alley Design Implementation- ommendation to <br />proceed with only one third of the initial project, Ms. Tintocalis appeared before the CPC to request the <br />recommendation of a lesser amount for FY17. The total cost to develop just the space adjacent to the <br />Minuteman Bikeway was $132,838 and Ms. Tintocalis asked that $127,838 be recommended in FY17 <br />funds. A remaining $5,000 balance from the FY16 appropriation for design funds would be used to <br />supplement the requested FY17 appropriation. <br />Ms. Tintocalis noted that the project included just one third of the proposed design due to potential <br />conflicts between the Mass. Ave. end and pending Center Streetscape improvements. The scope of the <br />project would now focus entirely on the alternative transportation node in the area adjacent to the <br />Minuteman Bikeway. The CPC questioned the appropriateness of completing just one of the three parts <br />but ultimately decided it was best to move forward with construction and consider the development of <br />the bikeway -0 to recommend the reduced <br />amount to Town Meeting for development of the alternative transportation node. <br />Due to the revised recommendation, the CPC voted 7- to supplement the <br />previously approved and released 2016 Report to Town Meeting. <br />The CPC also discussed updates regarding LexHAcquisition request. It was confirmed <br />that the closing date would occur after July 1, 2016 so the motion would be revised to reflect the full <br />amount being appropriated from the Community Housing Reserve in FY17. <br />The meeting was adjourned at 4:30 PM. <br /> <br />1 <br /> <br /> <br />
