PUBLIC MEETING MINUTES <br />Conservation Commission <br />___________________________________________________________________________ <br />AGENDA Monday,July 10,2023,6:30 p.m. <br />This Conservation Commission meeting was held remotely via Zoom,an online meeting <br />platform.Public Participation via calling in or using your computer was encouraged. <br />Commissioners Present:Kevin Beuttell,Duke Bitsko,Jason Hnatko and Ruth Ladd <br />(Vice-Chair) <br />Staff Present:Karen Mullins,Conservation Director,Amber Carr,Conservation Coordinator, <br />and Meghan McNamara,Department Assistant <br />6:30 PM New Business/Pending Matters <br />56 Grassland Street request to amend the Order of Conditions (CNOI-22-31,DEP#201-1279) <br />Mr.Richard Kirby,LEC Environmental,on behalf of the property owner,is requesting feedback <br />from the Commission on a possible request for an amended Order of Conditions.After speaking <br />with the contractor,the property owner has determined it would be more cost effective to <br />demolish the existing dwelling and construct a new dwelling on top of the existing foundation, <br />with no changes to the footprint of the structure as previously approved.Mr.Kirby did not think <br />that there would be any changes in the height of the structure and the roof line.Mr.Kirby stated <br />that the homeowner did not provide any information from a structural engineer that confirms the <br />foundation is sound in order to construct above it.The Commission requested confirmation on <br />the height of the structure and the roof line,and requested a statement from a structural engineer. <br />Conservation Plan Modification/Insignificant Plan Change:15 Fairland Street (now Common <br />Court),CPM-23-13,CNOI-20-15 (bylaw only) <br />Mr.James DeCelle,project manager with DeCelle-Burke-Sala &Associates,Inc.,presented the <br />plan change request.The request is for minor grade changing on the adjacent parcel (42-232B)to <br />allow for the construction of a road without the need for a retaining wall. <br />On a motion by Mr.Beuttell and seconded by Mr.Hnatko,the Commission voted 4-0 by roll call <br />vote to approve the insignificant plan change. <br />Record of Vote as Follows: <br />Duke Bitsko –Aye <br />Kevin Beuttell –Aye <br />Ruth Ladd –Aye <br />Jason Hnatko –Aye
