Minutes of the Community Preservation Committee <br />Thursday, February 11, 2016 <br />Selectmen's Meeting Room <br />Town Office Building <br />1625 Massachusetts Ave <br />3:00 PM <br />Committee Members Present: Marilyn Fenollosa (Chair); Richard Wolk (Vice- Chair); Richard Canale, <br />Norman Cohen, David Horton, Leo McSweeney, Sandra Shaw. <br />Bob Pressman joined the meeting by conference call. <br />Absent: Jeanne Krieger <br />Administrative Assistant: Elizabeth Lane <br />Other Attendees: David Kanter, Vice -Chair of the Capital Expenditures Committee (CEC) and liaison to <br />the CPC; Melisa Tintocalis, Economic Development Director. <br />Ms. Fenollosa called the meeting to order at 3:05 PM and noted the remote participation of Mr. <br />Pressman via telephone due to his significant geographical distance. <br />1) Revised Proposal- Grain Mill Allev- Melisa Tintocalis returned before the CPC to review the revised <br />proposal for the Grain Mill Alley construction project. Since her last presentation before the CPC in <br />December, one of the property's abutters decided not to endorse the agreement between the three <br />interested parties. The condo association expressed concern about the control of their property and the <br />potential future redevelopment of the site. Agreement between the Town, condo association and Bank <br />of America was a stipulation of approval for the full project to move forward. <br />Since the original design concept cannot be achieved, Ms. Tintocalis hoped to move forward with two <br />thirds of the original plan. Both the Town Manager and the Center Committee support the revised <br />concept and Town Counsel approved the proposal. Ms. Tintocalis noted that the new proposal would <br />only include development of the two ends of the alley- the Mass. Ave. end and the Minuteman Bikeway <br />end. The design for these spaces would not change from the original proposal. Ms. Tintocalis said there <br />is no impediment to construct either end; the spaces would be ready to go in the spring, pending <br />approval of construction funds. <br />The original cost for the entire project totaled $337,383; Ms. Tintocalis did not have an exact cost for the <br />revised proposal but estimated a reduction of approximately $100,000. She was still pending a final cost <br />estimate from the architect. The Committee expressed concern about the lack of a redefined proposal <br />and the absence of an exact cost for the project. <br />1 <br />
