CAPITAL EXPENDITURES COMMITTEE REPORT TO 2016 ATM <br />of the consultant was for the Town to replace existing municipal and school phone systems with VoIP <br />phone systems. Subsequent Town Meetings have appropriated additional funds for the various phases of <br />the project. To -date, the new VoIP phone systems have been installed in the Town Office Building, <br />Lexington High School, the School Administration Building and the Community Center. The bulk of the <br />system cores were installed at Lexington High School and Public Services Building in FY14. Project <br />completion is expected during FY16 at the two fire stations, Cary Memorial Building and Clarke and <br />Diamond Middle. Phase V proposes the replacement of the phone systems at the Cary Memorial Library. <br />The unified phone system replaces existing telephone systems that have become unreliable and expensive <br />to maintain. The head end is made up of many components <br />including, but not limited to, routers, switches, DNS servers, firewalls, access control devices, e -mail <br />spam filters, and web access control devices. The overall purpose of the head end is to provide security <br />and to manage network traffic. This capital covers the cost to replace aged end -of -life (EOL) equipment <br />and to cover the cost of purchasing additional equipment for core security as new security needs are <br />defined. The FY2017 request is for the purchase of a bandwidth management and packet shaping <br />appliance for installation in the Town core to serve the needs of municipal and school users. Our <br />bandwidth needs and utilization within the Town have grown significantly. As we add bandwidth to meet <br />these needs, we wish to add intelligent management and control over the use of the bandwidth to help <br />control the utilization. Replacement needs include new digital scan tabulators, ballot boxes and related expenses. The <br />current voting system, purchased and implemented in 1999, is supported and serviced on an annual basis <br />to ensure continued operation but has a limited remaining lifespan. Updating the <br />parking meters is part of a comprehensive parking management plan designed to optimize Lexington <br />Center's parking supply for both long and short -term users.
