Axtell, Deputy Town Manager Fax: (781) 861-2921 <br /> MEMORANDUM <br /> TO: Select Board <br /> FROM: Jim Malloy, Town Manager <br /> DATE: May 12, 2023 <br /> RE: Weekly Update <br /> The following is an update of activities for the week ending May 12, 2023: <br /> Town Mana�er Updates: <br /> • This week, I met with Dave Pinsonneault, John Livsey and Carolyn Kosnoff to discuss the status of <br /> the Stormwater Management Enterprise Fund Proposal. In our discussion, we discussed that the <br /> cost concern that was initially considered as the impetus for moving in this direction, has not <br /> materialized as of yet and we have been able to manage the costs of stormwater management <br /> within the existing budget. We are in the last year of our existing NPDES permit and with some <br /> changes the EPA has implemented by allowing credits for undertaking certain activities to limit <br /> phosphorous in the stormwater stream, have resulted in costs being lower than previously <br /> anticipated. The only real concern at this time, is if there is a change in course by the EPA or <br /> increased demands for additional phosphorous management could increase costs, but in either <br /> event, there would be sufficient time to react. We believe all of the work that has been done to date <br /> will continue to be relevant and usable should costs begin to increase to the level that staff believes <br /> this needs to be addressed through the creation of a Stormwater Management Enterprise Fund. At <br /> this time, we are recommending this effort be postponed and placed on hold until it is appropriate <br /> to review it in the future. We understand the investment (in both time and funding) that has gone <br /> into this effort but we don't believe that we should continue to pursue creating this fund if it is not <br /> necessary. We will be placing this on a Select Board meeting agenda for a discussion as soon as <br /> practicable. <br /> • Attached please �nd a memo from James Robinson, Management Fellow, Hemali Shah, Chief <br /> Equity Officer and Sean Dugan, Director of Communications and Special Projects recommending <br /> renaming the Lexington Citizens Academy to Lexington Civic (or Civics) Academy based on <br /> current interpretations of the term "citizen". I agree with the recommendation of the memo and <br /> will be renaming the program the Lexington Civics Academy as of 2023. This is based on the <br /> Oxford Definition of Civic and Civics as follows: <br /> 1625 MASSACHUSETTS AVENUE�LEXINGTON,MASSACHUSETTS 02420 <br />
