Associate Commissioner Absent: Staff Present: Siqing Pan, Department Assistant nd Chair Paul O’Shaughnessy called the March 2, 2023 Historic Districts Commission meeting to order at 5:05pm. FORMAL HEARING Chair Paul O’Shaughnessy opened the formal hearing for 703 Massachusetts Avenue, exterior alterations (Exterior Alteration) in the East Village Historic District Documents Full plan set of proposed alteration: dated January 26, 2023 Photographs of entire face of each building elevation visible from the public way: dated January 26, 2023 Site Plan: dated January 26, 2023 List of Material: dated January 26, 2023 Work Scope Narrative: dated January 26, 2023 The applicant explained the proposed elevator raise plans to 703 Massachusetts Avenue. The Board felt the proposed changes were appropriate. The drawings with simplicity details will be required. No public comments. Motion was granted and seconded to issue a Certificate of Appropriateness for exterior changes to 703 Massachusetts Avenue. Motion carried, all in favor. Chair Paul O’Shaughnessy opened the formal hearing for 2 Hancock Avenue, exterior changes (Roof-mounted solar energy system) in the Hancock Clark Historic District Documents Full plan set of proposed alteration: dated December 22, 2022 1 / 3 Photographs of entire face of each building elevation visible from the public way: dated December 22, 2022 List of Material: dated December 22, 2022 Work Scope Narrative: dated December 22, 2022 Owner authorization letter: dated December 22, 2022 Huitema Street View-2&3: dated December 22, 2022 The applicant explained the proposed roof-mounted solar energy system to 2 Hancock Avenue, which will be minimally invisible from the street. The Board felt the proposed changes were appropriate. No public comments. Motion was granted and seconded to issue a Certificate of Appropriateness for exterior changes to 2 Hancock Avenue. Motion carried, all in favor. The Board felt the proposed changes were appropriate. No public comments. Motion was granted and seconded to issue a Certificate of Appropriateness for exterior changes to 8 Spencer Street. Motion carried, all in favor. CONTINUED HEARING Chair Paul O’Shaughnessy opened the continued hearing for 1575 Massachusetts Avenue, exterior alterations (Solar Carports) in the Battle Green Historic District Documents Updated proposed plans: dated February 28, 2023 The applicants explained the updated proposed plans of solar carports at 1575 Massachusetts Avenue. The Commission provided direction on this project regarding the rotation and arches of solar canopy. William Erickson, 31 Sherman St, expressed his concerns about how the process has been handled in the information to the public has been distributed. Ted Page, 6 Fletcher Avenue, stated it is not an appropriate structure for this space. All public comments were taken under advisement. 2 / 3 Chair Paul O’Shaughnessy opened the continued hearing for 1403 Massachusetts Avenue, exterior alterations (Additions) in the Munroe Tavern Historic District Documents Updated proposed plans: dated February 24, 2023 The applicants explained the updated proposed plans of additions at 1403 Massachusetts Avenue. Robert Adams served as liaison for this application. The Board felt the proposed plans were appropriate. A fully detailed drawings with HDC review aggrenments will be required given the complexity of the project as a matter of accuracy. No public comments. Motion was granted and seconded to issue a Certificate of Appropriateness for exterior changes to 1403 Massachusetts Avenue on the condition of a detailed drawings that reflect what will be built. Motion carried, all in favor. Chair Paul O’Shaughnessy opened the continued hearing for 678 Massachusetts Avenue, exterior changes (Exterior Renovation) in the East Village Historic District Documents None This application will continue to April because of the absence of applicant. Lee Noel Chase will serve as liaison working with Historical Commission for Hosmer House preservation. ACTION ITEMS th Consideration and vote on Meeting Minutes on February 8, 2023: The Board made a motion to th approve the minutes on February 8, 2023 as written. Motion carried. All in favor with Edward Adelman abstained. The proposed fence repair and replacement in-kind at 2030 Massachusetts Avenue was approved by the Historic Districts Commission because it will be minimally invisible from public way. The additional exterior changes of proposed pool house project at 11 Byron Avenue was approved administratively by the Historic Districts Commission. The Commission made a motion to adjourn at 7:19pm. Motion carried. All in favor. 3 / 3
