Commission on Disability <br />January 17, 2023 Meeting Minutes <br /> <br />Members: Victoria Buckley (Chair), Sue Cusack, Shaun Grady, Julie Miller, Leonard Morse- <br />Fortier, Janet Perry, John Rossi, Francine Stieglitz, Nancy Wong <br /> <br />Town Liaisons: Jim Kelly, Building Commissioner; Hemali Shah, Chief Equity Officer; Mark <br />Sandeen, Select Board <br /> <br />Committee Liaisons: Stephanie Hsu, Human Rights Committee; Pam Lyons, Center Committee; <br />Bonnie Teitleman, Council on Aging <br /> <br />Guests: Caileen Foley, Executive Director, Lexington Housing Authority; John Livsey, Town <br />Engineer; Dave Armstrong, Bike Advisory Committee <br /> <br />Pursuant to Governor Baker’s March 12, 2020 Order Suspending Certain Provisions of the Open <br />Meeting Law, G.L. c. 30A, §18, and the Governor’s March 15, 2020 and subsequent Orders <br />imposing strict limitation on the number of people that may gather in one place, this meeting <br />of the Lexington Commission on Disability will be conducted via remote participation to the <br />greatest extent possible. <br />On July 16, 2022, Governor Baker signed into Law an Act Relative to Extending Certain State of <br />Emergency Accommodations, which, among other things, extends the expiration of the <br />provisions pertaining to the Open Meeting Law to March 31, 2023. Specifically, this extension <br />allows public bodies to continue holding meetings remotely without a quorum of the public <br />body physically present at a meeting location, and to provide "adequate, alternative" access to <br />remote meetings. The Act does not make any new changes to the Open Meeting Law other <br />than extending the expiration date of the temporary provisions regarding remote meeting s. <br />Announcements <br />The February meeting will be changed to Tuesday, February 14th. <br /> <br />Farmers’ Market Accessibility Concerns <br />There is a meeting on January 30 with Lesley Wilcott-Henry (Board President) and Alex Fleck <br />(Market Manager), who both run the Farmers’ Market. Once the meeting time is confirmed, <br />Hemali welcomes the participation of Francine Steiglitz to discuss the accessibility problems of <br />the current location. <br /> <br />Lexington Housing Authority Presentation <br />• Caileen Foley, Director of Lexington Housing Authority, discussed Vynebrook Village <br />accessibility improvements and the overall status of the building project. Her <br />presentation was an updated version of one shared with the Commission two years ago <br />by the architecture firm hired to address accessibility at this site.
